  • “The Administration of the Environment Fund strictly followed all the procedures for the confirmation/invalidation of installers provided in the Casa Verde Photovoltaic Program funding guidelines, including in the case of rejection of the file submitted by DHELECTRIC SYSTEMS SRL,” the institution said.

According to the data sent to AFM, on May 12, 2023, the Environment Fund Administration requested the installer DHELECTRIC SYSTEMS SRL through the IT application related to the Casa Verde PV program to download the type B certificate issued by ANRE or other certificates, which contain B-type skills is a document that was not in the file submitted for participation in the program.

The decision to reject the file was appealed by the installer DHELECTRIC SYSTEMS SRL”. This is reported by the ASM.

According to the institution, after re-analysis, the Appeals Commission confirmed the reason for refusal, the decision was published on August 28, 2023 on the website of the ASM.

Possible illegal leak of personal data at Casa Verde: Environment Minister says he has notified the Prosecutor General’s Office

Separately from this court case, we recall that the Ministry of Ecology announced that it notified the General Prosecutor’s Office about a possible data leak in the Casa Verde program.

Environment Minister Mircea Fecet said on Friday, September 8, 2023, exclusively for HotNews.ro, that suspicions of leaking information that is not of public interest and may favor certain companies in the Casa Verde program have been confirmed. inspections of the Control Body of the Minister of Environmental Protection and that he ordered to be sent to the General Prosecutor’s Office.

However, on September 13, the General Prosecutor’s Office informed HotNews.ro that it had not yet opened any criminal case regarding these violations.

Upon receiving notification of a crime, the investigative body (DNA or prosecutor’s office) automatically opens a criminal case “in rem”, i.e., initiates criminal proceedings based on the fact of the act.

On September 14, the Minister of the Environment, Liberal Mircea Fecet, told the government that everything he had said was true and that the notification would be registered as early as Tuesday, September 12.

  • “Everything I said is very true. On Friday, we approved the conclusions of the control report. On Monday, I signed the addresses where I forwarded this control report to the aforementioned institutions, respectively ANSPDCP, AFM and the Prosecutor’s Office at the High Court of Cassation and Justice.
  • From the information I have today, these messages were registered during Tuesday in the registry of the prosecutor’s office, which I ask to be checked additionally, but I assure you that from the point of view of the Ministry of Natural Resources, these data are accurate.” the minister said then.

Why did installers complain about possible illegal access to the data of members of Casa Verde validated?

Asked why solar panel installation companies were audited and complained about calling Casa Verde applicants in advance when they shouldn’t have access to their contacts, or why no action was taken at the level management of the AFM, if the Inspections showed that the suspicions were confirmed, the Minister said that this had no legal basis.

“In the process of verifying installers, there are some very clear rules that these installers must meet. Among those rules, there is no data that says there should be no online complaints, Facebook complaints, anyone can complain about anything, but I think whoever made a mistake, if someone made a mistake, they will pay.

In addition, it is not the duty of the Minister of Environmental Protection to evaluate the compliance of the files of all verified installers, as well as to reject among them 1-2 10 or any number of 515 verified installers. We do not have such a legal basis for taking such a measure.” the Minister of Ecology also said.

HotNews.ro first wrote on July 14, 2023 about the possible leak of information in the Casa Verde 2023 program after we received both phone calls and email notifications about the possible leak of information from AFM to certain solar panel installation companies in this government program.

On Monday, July 17, at the request of HotNews.ro and Protecția Data Delor (ANSPDCP) stated that they are conducting an investigation related to the possible leakage of information from the AFM in the Casa Verde program after several reports received.
