PSD Senator Robert Kazanchuk reports that on Thursday he submitted a legislative project that, among other things, provides for a driving ban for up to 10 years for drivers found to be under the influence of alcohol or drugs. .

  • “Today, as I publicly promised, I submitted a legislative project aimed at a tougher and more effective prevention and fight against illegal drug trafficking, which has recently gained such momentum that we are witnessing more and more dramas in our society, including number of tragedies. on the country’s roads,” Kazanchuk said on Facebook.

According to Kazanchuk, what the project involves:

  • 1. If drivers are found to be under the influence of alcohol or drugs, they will be deprived of the right to drive vehicles for a period of up to 10 years. In addition, prison terms will no longer be suspended.
  • 2. Fines for financing actions related to the circulation and consumption of psychoactive substances have been increased.
  • 3. Psychoactive products, the means of their production, money, valuables or any other benefits obtained through the use of the products will be confiscated.
  • 4. The use of minors when conducting operations with psychoactive substances will be an aggravating circumstance when committing crimes related to the dog trade.
  • 5. The duration during which consumers will enter counseling programs will be shortened as much as possible to avoid the tragedy of May 2, the author of which at the age of 17 refused specialized help.

If in the current form of the law only the mentioned facts were punished, the new project initiated by Senator Robert Kazanchuk (PSD) and MP Diana Tusha (PSD) also punishes attempted murder, reports Agerpres.

“Providing, knowingly, for any reason, a house, premises or any other equipped place to which the public has access, for the unauthorized consumption of products that may have a psychoactive effect, or permitting unauthorized consumption in such places, and because allowing the illegal consumption of products that can have a psychoactive effect by the owner, tenant or administrator of a building that is in a state of destruction, decommissioned or under construction, is punishable by imprisonment for a period of 1 to 5 years and the prohibition of certain rights,” says the newly introduced the provision of Art. 19 of Law 194/2011.

Other new provisions provide that “the use or supply without a doctor’s prescription of products that may have a psychoactive effect on a person” and “inciting the unauthorized consumption of products that may have a psychoactive effect by any means” are punishable by imprisonment from 1 to 5 years, respectively, with imprisonment from 3 months to 2 years.

Financing by any means of committing the specified acts is punishable by the fines prescribed by law for them, their special limits are increased by a third.

If the facts provided for in Art. l6 (“the action of a person who, without a permit issued in accordance with this law, carries out transactions with products, not knowing that they can have a psychoactive effect, is a crime and is punishable by imprisonment from 2 to 7 years and the prohibition of certain rights, if the act does not contain a more serious crime), which led to the death of the victim, is punishable by imprisonment from 15 to 25 years.

The Senate will be the first chamber to debate this legislative proposal.
