The section of the A0 North – Lot 1 motorway will be concluded on Wednesday by CNAIR with the association Asociea Impresa Pizzarotti & C Spa Italia Spa – Retter Projectmanagement, following a tender that was launched only in 2019, that is, more than four years ago. A0 North – Lot 1 was the last non-contracted section of the capital’s A0 ring highway.
“After probably the longest auction, the epic with lot 1 north of the Bucharest A0 motorway has come to an end. The court decision won the CNAIR case and thus, finally, we can request the documents of the winner to start the procedure of signing the contract with him – Asociera Impresa Pizzarotti & C Spa Italia Spa – Retter Projectmanagement,” wrote the state secretary of transport. , Irinel Skrioshtianu at the beginning of September.
The value of the contract is 815.07 million lei without VAT, and the duration of the works is 34 months – 12 months of design and 22 months of execution. The length of the site is 17.5 km.
The contract also provides for the construction of two overpasses:
- Transition via CF101 Bucharest – Pitesti DN7, 733 m long
- Colentina river crossing, CF 300 Bucharest – Ploiesti and CF Mogoșoaia – Buftea, 650 m long
Lot I of the route from the north of the Bucharest Motorway runs between the A1 and DN1, from Dragomireşti, where Lot 3 of the A0 ends, to the south, in Corbeanca near DN1, where it continues with Lot 2, which the Romanians from UMB will complete at least partially this year.

A0 Nord – Lot 1 – The motorway auction epic has ended after more than 4 years
The tender for A0 Nord – Lot 1 has all the prerequisites to enter the “book of negative records” of CNAIR. A prime example of “No way”, the tender was repeatedly returned and returned during the evaluation of bids.
At least six times, the appeals review commission overturned the assessment of the state enterprise that determined the winner of the tender.
- Lot 1 A0 Nord (17.5 km – DJ601 – Corbeanca/DN1) it is currently not concluded, although the tender was launched back in 2019. The tender went through multiple winners and appeals that restarted the evaluation process from scratch. For example, in October 2021, the agreement was concluded after two other agreements in the past were challenged and returned by the courts.
- Another contract was awarded in November 2022 with the association of companies Impresa Pizzarotti & C Spa Italia Spa – RETTER Projectmanagement (offer 815 million lei), but it was challenged, CNSC approved and asked CNAIR to review the proposals. Previously, in 2020 and in the spring of 2021, CNAIR twice awarded the contract to Turks NUROL INSAAT VE TICARET AS (offer 747 million lei). Both awards to the Turkish firm were returned after appeals were filed.
- In March 2023, CNAIR re-contracted with Impresa Pizzarotti. The decision was appealed again, but the appeals were ultimately dismissed in May.
The Impresa Pizzarotti – Reter association is also working on Lot 1 of the A7 Ploiesti (Dumbrava/A3) – Buzeu motorway. Pizzarotti is also the company that completed the long-delayed first lot of the A10 Sebeș – Turda motorway, a section that has suffered from problems since opening and where some sections are still being reconstructed.
Autostrada A0 Nord – Currently only UMB sections under construction / DN1-A3 section likely to be ready in a few months
The Romanians from UMB are hard at work in the north of Bucharest on the A0 Lot 2 (Length: 19 km, DN1-A3-Afumati, cost: 832 million lei) and break new speed records. Actually, they have every chance to complete this year almost the entire section of the track, which was started only a year ago.
Although the entire section is about 19km long, only a portion – only about 9km – will be usable unless some solution is found to temporarily relieve the traffic on nearby Lot 3.
And UMB has also recently launched Lot 4 A0 Nord (Length: 4.47 km, cost: 313 million lei), the one that stretches from DN3 (Chernik) to the A2, crossing the Colentina River on a very long viaduct. This lot has an 18-month lead time, so it could be completed by the end of 2024, but since there is no release at the end of DN3, the opening of traffic is entirely dependent on the adjacent Lot 3.
