In general, 78% of respondents believe that the president is directly responsible for corruption in the government and regional administrations.

Respondents were also asked about challenges for Ukrainian entrepreneurship – they noted that, in their opinion, corruption is the most important obstacle to development, even more so than the ongoing war with Russia.

Inadequate fiscal administration and weak government support were also cited as factors holding the country back.

The survey was conducted by the Ilko Kutseriv Foundation “Democratic Initiatives” together with the International Institute of Sociology in Kyiv from July 3 to 17.

They surveyed 2,011 respondents from all regions of Ukraine, except the Russian-occupied Crimea, Donetsk, Luhansk and Kherson regions, as well as the frontline territories.
