,,We constantly tried to come to an agreement with the Government, but it did not work out. We want to save jobs, keep our incomes and status!“. I read the statement of the president of the trade unions in the Fiscal Administration, in a post on Facebook, picked up by the press today. I do not comment on the first claims, but regarding the status, I think that clarification is needed – of course, there should be, formally, a status born by law ( for example I gave this example before, the UK HMRC inspector is even stronger than the US IRS, he can also arrest) but to work in practice, in the real world, the statute is created, it is built in front of the taxpayer. And here, first of all, it is necessary to negotiate with the taxpayer, because he gives money. After all, we taxpayers, as those who give money to the government (through ANAF), put public pressure on the government and can say – be careful you see you need a special status in ANAF because x, y day z.
To paraphrase the Finance Minister, who the other day discovered that there are 25-year-old desks and destroyed printers crying out for A4 sheets like candles [1]I would say God grant that the latest tensions in the administrative apparatus will lead to the creation of a new statute that we all need, both the administration and the taxpayers!
It’s not (only) about equipment and salaries. When the US IRS conducted an inventory [2]found that more than 8% of hardware capital goods (firewall, mainframe, desktop) over the age of 25 and told them “legacy“. And then we went into the software and saw that 23% of the licenses are still outdated, among which the eternally mentioned COBOL and Visual BASIC! [3].
And then, willingly, out of necessity, the American taxpayer agreed to invest heavily in the Treasury in the coming years. They came up with a plan that they divided into four like this: at the top they said:Significant service improvements to help taxpayers meet their obligations and receive the tax benefits they are entitled to“, down: “Enhancing controls for taxpayers with complex reporting obligations and high income non-eligible individuals to reduce the tax gapTo right: “More effective actions due to advanced technological solutions for data analysis“, and on the left: “Attracting, retaining and evaluating highly skilled professionals and developing a culture that is better equipped to deliver results for taxpayers“. [4]
Therefore, they did not forget about the central part of the apparatus, the mechanism that turns the wheel, the relationship between the administration and the taxpayer. This is what strengthens, confirms the special status! Again, this is a matter of pragmatism – they, the ANAF people, should be the first to ask to get out from under the counters, to ask for new, modern procedures that do NOT support suspicion, randomness and aggressive approaches, detached from reality and economic sense, but promote PARTNERSHIP with the PAYER TAX! Then the taxpayer also recognizes that the ANAF partner deserves such a special status!
I would only add: we also need compassion [6]and we want to hate our taxes less [7]! There is a solution [8]. Hope does not give up! Come on, it can be done! – Read the entire article and comment on Contributors.ro
