
All institutions of the judicial system and all professional associations of magistrates criticized all attempts of the authorities to reform/abolish special pensions. Their liquidation, accepted as a stage in PNRR, the government postponed until the last moment. The announcement of the authorities’ latest attempt in this regard came on 28 December 2022, and the threat from the system was that magistrates would retire en masse.
In fact, even before the Government promulgated the draft law on the abolition of special pensions, on November 3, the Central Committee of the Russian Federation registered a record number of applications for retirement: 60 in just one day. Even if the government’s attempt turned out to be futile, the Constitutional Court, as expected given the text of the law, rejected the main provisions on the recalculation of judges’ pensions and raising the retirement age. Despite this, countless resignations of magistrates followed.
