The commander of the radiation, chemical and biological defense forces of Russia, General Igor Kirillov, said that a new department of the US government is preparing a new pandemic by conducting experiments with viruses, reports TASS.

“The next step for the United States in implementing its strategic plans for global biological control is the establishment of the Office of Pandemic Response and Preparedness Policy,” he said.

The department in question, officially named the US government’s Pandemic Preparedness and Response Policy (OPPR), was created in late July within the White House administration, which is coordinated by the US president.

A July 23 White House press release stated that he will be responsible for “leading, coordinating, and implementing actions related to preparedness and response to known or unknown biological threats and pathogens that could lead to pandemics or significant disruptions related to related to public health. in the United States”.

The release also explains that OPPR will also assume the current responsibilities of the White House team responsible for managing the response to the COVID-19 pandemic.

The Russian general accuses

General Ihor Kirillov declares that “it is assumed that the new structure [americană] will be responsible for setting the course and coordinating actions to combat known and unknown biological challenges, including pathogens, that could trigger another global emergency.”

But, according to the Russian general, this is how the United States began to prepare for a new pandemic, looking for mutations of the virus.

“We do not exclude the use of so-called defense technologies by the United States for offensive purposes, as well as for the purposes of global governance by creating crisis situations of a biological nature,” he said.

General Kirillov became widely known last March when, two weeks after the start of the Russian invasion of Ukraine, he said that “bioresearch laboratories” in Ukraine were experimenting with pathogens that cause plague, anthrax and brucellosis.

The Russian military then also stated that Ukraine “under the pretext of testing anti-covid drugs” sent several thousand samples of blood serum taken from patients, “primarily of the Slavic ethnic group” to the United States.

Russia did not abandon the thesis with Ukrainian “biological laboratories”.

These statements of his were repeatedly repeated by Russian propaganda, turning them into a true conspiracy theory. Kyrylov and other Russian officials repeatedly promoted the thesis of “biological laboratories” in Ukraine in the following months, without providing concrete evidence of this.

This propaganda thread of Moscow was also trodden on this year, when in March the Secretary of the Security Council of Russia, Mykola Patrushev, said that not only Ukraine has become a “testing ground for American biological weapons”, but also the USA has Georgia, the Republic of Moldova and a number of countries of the Shanghai Cooperation Organization ( SCO).

“In the Ternopil, Odesa, Kharkiv, and Mykolaiv regions, near some institutes where agents of hemorrhagic fever, cholera, swine flu, hepatitis A, and botulism were studied, outbreaks of infection occurred,” he emphasized.

As in the case of other statements of Russian officials on this topic, the information disseminated by Patrushev was not confirmed.

However, the comments made now by General Kirillov appear to be the first time that senior Russian officials have directly stated that the purpose of these alleged experiments would be to provoke new pandemics.
