
The Mayor’s Office of Sector 6 has given an order to resume the modernization and consolidation of the “Favourite” cinema, Mayor Ciprian Chuku announced on his Facebook page. Work was suspended from October 2021 by 30% and the site went into conservation, after the contract with the developer – Aedificia Carpati – was terminated due to an increase in the cost of execution by more than 50%. The city hall put the rest up for auction, and recently the same developer won the auction.

(…) During the time when the work was not carried out, the building was handed over for conservation. The fact that we announced a new tender for works took a year, and if we went to court, it took more time, and we still didn’t do it. Those who think this is long can compare it to other forgotten construction sites, about which no one makes any decisions and which are frozen. Such as Ghencea Extension, for example,” Chuku wrote on the Facebook page.
The new term of works is 2 years, and the value of the contract with the developer is 88.52 million lei (without VAT), the mayor also wrote.
Construction work on the Favorite Cultural Center was halted at 30% in October 2021, and the site went into conservation after Mayor Cyprian Chuku terminated the contract with the developer. Reason? The developer, Aedificia Carpați, requested a contract increase of around 50% after the price of building materials increased significantly due to the pandemic, and such a large increase could not be made due to additional documents.
The value of the contract at the time of signing (in 2018) was 57,385,282.01 lei, including VAT. It was also increased, the cost before termination was 63,389,458.98 lei, including VAT.
In May 2022, the local council of Sector 6 increased the costs for the consolidation, expansion and modernization of the Favorite cinema from 65 million lei to 130 million lei. In August 2022, the City Hall launched a tender for the execution of the rest under the investment objective “Unification, expansion and modernization of the Favorite cinema”. The estimated value of the works was 88.52 million lei, and the winner of the auction was determined only last month.
