
THE EPZ (Low Emission Zones) as well as the Crit’air sticker are more relevant than ever in France: ZFEs are urban areas where traffic restrictions are imposed on the oldest vehicles in order to favor only the newest vehicles or electric vehicles that are considered less polluting.
In order to simplify the purchase of an electric or hybrid vehicle or to convert a thermal vehicle to an electric one, the Government created “zero loan for mobility”also called PTZ-m, which helps the most modest households to update their car. However, this PTZ-m, due in 2023, is slowly being released: let’s sum up.
ZFE: zero rate loan to facilitate acquisition
In 2021, the law “Climate and Sustainability” provided for the creation of two years from January 1, 2023 interest-free loan for the purchase of an electric car or hybridas well as for modernizationwhich denotes the transformation of a heat engine into an electric one.
To benefit from a zero-rate mobility loan, the beneficiary must reside in or near the municipality that created low emission zone (ZFE-m): Residents of Paris, Lyon, Aix-Marseille, Toulouse, Nice, Montpellier, Strasbourg, Grenoble, Rouen, Reims and Saint-Etienne are currently concerned.
But not everyone will be able to benefit from PTZ-m: in fact, it will be reserved for individuals whose basic taxable income per unit is less than or equal to 14,089 euros, or for companies whose annual turnover or annual balance sheet is less than or equal to 2 million euros. The vehicle must be less than €47,000 including tax for a car and €60,000 including tax for a van.
PTZ-m for EPZ: where are we?
On June 17, 2023, three interministerial decrees were published in the Official Journal: they now allow credit institutions and financial companies to issue mobility loans at zero interest, provided they have signed an agreement with the state.
However, to date, no bank has yet signed an agreement with the French state to issue PTZ-m: however, the situation should change very quickly, as the first signatures are expected at the beginning of the 2023 academic year.
Then, only when your bank signs an agreement with the state, you will be able to issue a PTZ-m for the purchase of an electric or hybrid car, or for the modernization of your thermal car.
