
Employees of pre-university educational institutions who observe signs or behavior of children, on the basis of which they suspect that they are victims of violence outside the school, are obliged to take measures, to notify, if necessary, the family of the child or the authorities, if the family is suspected of committing acts of violence. The provision is contained in the draft submitted for public discussion by the Ministry of Education.
“After observing one or more signs of violence against a child (…) or other disturbing changes in behavior, any member of the staff of the unit of pre-university education (PTE) may suspect the presence of a form of violence. against the child outside the school. It is recommended to carefully discuss the suspicion with the supervising teacher to find out whether other members of the IPU staff have also noticed the signs. The school staff informs the director of the UIP about the suspicion of violence against a child, outside the school environment,” says the draft Procedure for the Management of Cases of Violence in Schools, introduced by the Ministry of Transparency of Decision-Making. of education, reports News.ro.
Among the signs and symptoms of violence against a child outside the school environment are behavioral disorders, eating disorders, self-marginalization, agitation or extreme apathy, tics such as blinking or red nails, communication difficulties, reduced performance in school, bruises, injuries, burns, fractures, presence of pregnancy in teenage girls who do not declare who the father is, dirt, nutritional deficiencies, insufficient development of language and age-related skills.
If there are no suspicions of violence against the child in relation to the parents/legal representatives, the school directorate informs the parents or legal representatives of the children. In case of suspicion of violence against a child against parents or legal representatives, management employees report directly to 119, police authorities, and in the case of trafficking of minors – the National Agency for Combating Human Trafficking (NATL).
In case of suspicion of committing a crime, personnel should verbally and urgently report it to the unified rescue service 112 or the police dispatcher. In the event of suspicion of trafficking in minors, the director of the UIP reports this to ANITP using the form given in appendix no. 2 to HG No. 88/2023 or by calling Telverde 0 800 800 678.
