The two publications that made the first revelations about the shelters of horrors and which sparked the DIICOT investigation say authorities were alerted by neighbors to possible lack of care, possible abuse and possible abuses in the shelter’s authorization and operations.

The Bucharest Media and Bulletin Investigation Center published several documents on Monday showing that the Voluntari City Hall, led by Florentin Pandele, Gabriela Firea’s husband, had received multiple reports of possible abuses at the shelters.

On October 4, 2021, St. Gabriel the Brave Association signed an agreement whereby a “group” of nearly 30 beneficiaries under the care of DGASPC, Sector 3, will be placed under permanent care at a newly established center on the street Stefan cel Mare in Pieper, Voluntari. The first beneficiaries arrived at the house in Pieper the next day, October 5.

A week later, on October 12, 2021, neighbors outraged on several levels by the neighborhood with a newly created center for people with disabilities begin to turn to government agencies, two news outlets reported.

On October 12, 2021, the neighbors sent the first memorandum to the Voluntari City Hall asking whether the purpose of the building had changed, showing the local authorities that the building next to the street their. The same petition was sent to the Ilfov Health Department. On October 14, 2021, the same neighbors sent an appeal to the ANPCR. This is the first complaint alleging possible ill-treatment of the center’s beneficiaries. On 11/24/2021, due to the fact that they did not receive any response within the legal period of 30 days, the neighbors returned.

Meanwhile, on November 5, 2021, the same neighbors report to the email address of the Volunteer Town Hall about the discomfort caused by the fact that the villa where the center operates is not connected to the sewer system. With at least 30 people living in the building now, as well as maintenance staff, improvising with a septic tank and a pump that ejects garbage into the street drain was no longer enough.

On November 9, 2021, a month and a few days after the first beneficiaries appeared in the house in Pieper, the Association of St. Gabriel the Brave is asking the voluntary municipality to change the purpose of the building from a house to a “home for the elderly.” “. The file submitted to the Voluntari town hall has the number DI/SIT/74242/09.11.2021. This is stated in the response of the Ilfov DSP, sent to the applicants on December 8, 2021, after sending several appeals to the health care institution, the first – from 5 October

On November 22, 2021, the volunteer town hall will receive a new address. This time from a larger group of citizens who live in the vicinity of the center. They all complain of the same plague-like smell emanating from the makeshift sewer. The same appeal is addressed to the “Environmental Guard” as well as to the “Volunteer DSP”, as the authors of the petition also complain that their health may be affected.

After the winter holidays of 2021, on January 17, 2022, already with the help of a law firm, already desperate neighbors make a grand appeal, which is sent to all the authorities, which by law were supposed to check everything that happens in the center of St. Gabriel the Brave above the fence near them.

In an appeal to the Voluntari mayor’s office, the authors of the petition directly wrote that since the fall of 2021, they noticed “the existence of loud sounds that suggested the suffering and/or aggression of people inside the building (extremely loud screams, cries, etc.).” )”. In the same document, they demanded information about the authorization and operation of this center.

At the same time, the same appeal was sent to the Ministry of Labor, the Ilfov Police Department and the Ilfov Police, as well as other institutions that have the authority to check what is happening in the center near them.

On March 30, 2022, dissatisfied with the fact that even now they have not received any response from the institution led by Florentin Pandele, the neighbors sued the Voluntari Town Hall. They ask the court to oblige the city hall to provide a response to the appeal dated 17.01.2022, in which they informed the city hall and that they heard with their own ears about the possible ill-treatment of the beneficiaries of the center and requested information. about the legality of the creation and operation of a social enterprise through their fence.
