Ilfov County Council Chairman (CJ), Hubert Tuma, claims that Ilfov’s General Directorate of Social Assistance and Child Protection is not responsible for monitoring nursing homes, pointing out that the County Benefit and Social Inspection Agency under the Ministry of Labor can inspect them by throwing them out cat to the yard of the institution headed by Marius Budai. The Minister of Labor claims that the culprit is DGASPC Ilfov, subordinate to the institution headed by Hubert Tuma.

Hubert Tuma contradicted himself on Digi 24 on Friday, saying that DGASPC Ilfov has no control but still carries out inspections “all the time”.

“What we can do is monitor people, but only in the centers where we take them. DGASPC Ilfov has several centers subordinated to us, which we control, in fact always control them (…) The law obliges us not to have more than 50 beneficiaries in a center. As a result, DGASPC Ilfov was forced to contact these social services of private providers,” Hubert Tuma was quoted as saying by Agerpres.

According to him, in only one of the three private nursing homes where violations were found, the county government had 16 beneficiaries, and there it could check whether the money it pays them is spent in their interests.

“Each time through DGASPC, we have asked for supporting notes on how the money is spent, and all these supporting notes are in the contract we sign with them, but we have no control (…) Apparently, everything seemed fine. Two weeks ago, we also sent an inspection there, to one of the three centers, to the center in Afumak (…) I asked, first of all, an inspection from the district council to see if the DGASPC is fulfilling its duties and what I I guarantee that if any official does not do his job, he will go. I want to wait for the results of the prosecutor’s office’s investigation, and after that we will also make a decision on what to do next,” added head CJ Ilfov.

The regulations on the organization and activities of DGSAPC Ilfov define the duties of the department of professional personal assistants: “to monitor the activities of associations/funds-private providers with which DGSAPC Ilfov has entered into cooperation agreements for the provision of social services, with the aim of implementing Special Quality Standards.”

The DGSAPC website states that “The General Directorate of Social Assistance and Child Protection of Ilfov operates as a public institution of local importance, which is a legal entity, subordinate to the Ilfov County Council, which has the role of identifying and solving social problems of the community in the field of child rights protection, seven “, single persons, senior citizens, disabled persons, as well as persons in need of assistance”.

The management of AJPIS Ilfov, which has clear responsibilities for the control and authorization of these centers, finally authorized one center on 29.06.2023, one center on 10.05.2023 and one provisionally authorized center on 10.05.2023.

On the other hand, Minister of Labor Marius Budai states that the National Agency for Protection and Social Inspection should conduct inspections in these centers every year.

“I will also ask for information from DGASPC Ilfov regarding the monthly checks when they approve the invoices issued by these centers for payment,” said Budai, who claims that the Hubert Thuma-led institution is obliged to demand control from DGSAPC Ilfov. .

Marius Budai insisted that the accusation does not pass and emphasized that the institution that “orders any service is obliged to check whether the service has been provided according to the minimum standards and only then to approve”, blaming DGASPC Ilfov, subordinate to the district council headed by Hubert Tuma.

“I will not play ping-pong. If he does not know, we tell the president of CJ Ilfov that the main supplier is CJ, and when CJ cannot provide these social services, he can order these services. DGASPC entered into a contract with them. Well, on what basis did he pay what he agreed?”, Budai answered the journalist, who insisted that the head of CJ Ilfov shifts the responsibility to the court of the Ministry of Labor.

Budai announced that he would dismiss, as requested by Prime Minister Marcel Čolaka, the president of the National Agency for Protection and Social Inspection, Kristina Anton, and the president of the National Authority for the Protection of the Rights of People with Disabilities, Mihai Tomescu.

He argued that the Ministry of Labor through its subordinate agencies cannot close down such centers but only provides information to the DGASPCs, agencies subordinate to the county councils.

Andriy Rezvan Shiku, head of the Department of Social Assistance and Child Protection in Ilfov, is one of the four suspects previously arrested in the investigation by the prosecutor’s office.

Terrible conditions in nursing homes were revealed as early as February 2023 by a journalistic investigation by Buletin de București and the Center for Media Investigations.

The terrible facts were also reported to the General Directorate of Social Assistance and Protection of Children (DGASPC) Ilfov, and Rezvan Siku, the head of the service that deals with the problems of adults with disabilities, came, saw and said that it did not seem serious at all, investigative journalists revealed .
