The mother of a 13-year-old schoolboy accused of killing nine people has been arrested after his father was also detained, Serbian President Aleksandar Vucic said at a press conference on Wednesday, CNN reported. At the same time, according to Vučić, Kostas K. will be hospitalized in a psychiatric clinic, Nova.rs and Reuters report.

• “Today is one of the most difficult days in the modern history of our country. I express my condolences to the families, parents, brothers, sisters, grandparents of the murdered children, as well as to the children and family of the murdered guard,” Vucic said at the beginning of his speech.
• “We have to look at the patterns, we have to look at the responsibility of each of us and look for a solution so that something like this, no matter how unpredictable and unexpected it is, never happens again, but we live in such a world that it becomes possible. I was in no hurry, no one was in a hurry to make statements, we wanted to look at everything that was wrong in the system, everything that lies on each of us, because we cannot return children to their parents,” said the President of Serbia.

The suspect will be placed in a special psychiatric facility, Vucic also said.

• “Now the boy is in a special place and will be placed in a special ward of a psychiatric clinic,” Vucic told reporters, adding that “he does not know what he has done and does not show any remorse.”

During an investigation at the scene, the Supreme Prosecutor’s Office in Belgrade said in a statement on Wednesday that it had ordered the presence of social workers during the 13-year-old student’s statement and medical examination.

The 13-year-old’s blood was taken for a toxicology test to determine if he was under the influence of alcohol, drugs or other psychoactive substances at the time of the attack.

In accordance with the provisions of Serbian legislation, the boy “is not considered criminally responsible, as he is under 14 years of age,” the prosecutor’s office said in a statement.

Both parents of the schoolboy were detained

• “His father was arrested as the owner of a gun, which he clearly kept and kept illegally, even though he had all the necessary permits. The mother was also detained,” said Vučić, adding that he was “obliged to speak about the real reasons and responsibility for the numerous stories and lies that are spreading on social networks.”

Vucic urged people not to make up stories about bomb threats and said that it was not Kostas who asked to be transferred to another class but did not comply.

According to the president of Serbia, the student was at the training ground three times with his father.

• “57 shell casings and six bullets were found. Four magazines with 18 bullets in each,” said the Serbian president, adding that the attacker’s father is an honorary member of the shooting range.

Oleksandr Vuchich proposed introducing a moratorium on the storage and carrying of weapons for the next two years, with the exception of hunting weapons. Then check how all shooting ranges work, check all issued permits and check how people store weapons.

“My proposal is to reduce the limit of criminal responsibility from 14 to 12 years,” Vucic said.

At the time, he proposed legal accountability for people who allow minors to have access to guns. Vučić also proposed introducing mandatory drug tests in high schools every six months.
