Enabled April 27, 2023the ANNUAL CONFERENCE OF THE CHAMBER OF TAX CONSULTANTS was held in the elegant “Nikolae Yorga” hall in the premises of the Parliament Palace, followed by an exciting SEMINAR ON TAXATION, dedicated to current issues in this field, on the current topic – “How taxation solves the dilemma of the moment – the priority between economic development and fees to the state budget.” About 600 tax consultants participated in this event (about 150 present in the hall and about 450 present online).

In the first part of the event, the work of the National Statutory Conference took place on the agenda: the presentation of the annual report on the activities of the Supreme Council for 2022, the presentation of the performance of income. and the Budget of expenses for the 2022 financial year and the Annual Financial Report of the Chamber, presentation of the Report of the Commission of State Auditors on the financial management of the Chamber for the year 2022, presentation of the Program of activities of the Supreme Council. for the year 2023, as well as the presentation of the Budget Project of revenues and expenses for the year 2023.

In the second part, dedicated to the seminar on taxation, the organizers invited to a debate on the chosen topic the highest representatives of both the legislative and executive authorities, respectively: Mr. George-Christian Tutse – quaestor of the Chamber of Deputies and member of the Committee on Budget, Finance and Banks, Mr. Alin Chitu – state secretary in the Ministry of Finance and coordinator of the taxation department, Mr. Lucian-Ovidiu Gayusch – the president of ANAF, and the moderators of the discussions and the seminar were Mr. Dan Manolescu – President and Mr. Doru Dudash – executive director.

The three guests discussed with the participants the current problems of the business environment, especially those related to the relationship between the tax consultant and the tax administration and the direction in which this relationship should develop, as well as the difficulties of applying tax legislation. , which tax consultants face as representatives of taxpayers.

At the end of the debate, three guests and tax consultants came to a unanimous conclusion, whatone of the most effective solutions to improve tax compliance is to develop a much better cooperative relationship between the liberal professions that are regulated by law, tax and legislative administration. In this context, the first step to be carried out together, through the collaboration between the Chamber of Fiscal Consultants and ANAF, was created, namely the creation of a questionnaire to assess economic problems felt at the micro level, the quality of ANAF services, fiscal administration procedures and special legislation, the respondents of which will be even representatives of liberal professions in the field of economics.

The issue of certification of tax declarations by tax consultants was also repeated as a solution to improve the level of tax collection in the GDP, which was discussed for more than 15 years and which is now already regulated by law (Fiscal Procedure Code), as optional for taxpayers and as an important criterion in the analysis of the fiscal risk calculated by ANAF, only that this provision regarding the establishment of the fiscal risk has not yet been transposed in the procedural order of application, as the members of the Chamber would like.

In the last part of the seminar, presentations and debates were held on its general theme, which mainly focused on the latest legislative news in the field of VAT, transfer pricing, fiscal reporting and exchange of information and news of fiscal jurisprudence.
