Horatio Fesnich’s performance in Rapid’s match against FCSB is below expectations

“After a comment from a participant in the event, I explained that if a player leaves the field on a stretcher or if he ends up in the dressing room or in the hospital, this is not a criterion for the referee to award a red card, but only the criteria that we mentioned and explained on the beginning of the meeting. This means that a player can receive a red card without such serious and undesirable incidents.

Although none of the journalists present at the press conference asked me this question, I would like to clarify the fact that the performance of the referee of the game Rapid – FCSB was below the level of CCA expectations, due to disciplinary control (absence of disciplinary actions during the game).” – Kiros Vassaras– says the statement posted on the FRF website.

Kyros Vassaras says “there are no clear criteria for VAR intervention”

“Regarding the analysis of the following stages:

Rapid – FCSB (Dragosh Grigore) and Voluntari – Petrolul (Cristian Irobiso) – in these two cases, there are no elements, according to the Laws of the Game, to give a red card, so the VAR could not intervene. Therefore, we have presented other videos with similar incidents in the current season, in which the referees made the same decisions without any controversy.

Rapid – FCSB (Razvan Onea) – in this situation, the high speed with which the sliding entrance is performed is assessed by the judges at the level of the playing surface. I also explained that there are no other clear criteria for VAR intervention to potentially award a red card, such as extending one or both legs or pointing the boots in the direction of an opponent.

Therefore, in the above situations, if the referee shows a red card, the VAR cannot intervene to change the decision and must confirm the decision of the referees on the pitch, who can better judge the intensity of the foul.

As the president of the CCA, I do not hesitate to show clips of wrong referee decisions. However, the purpose of the meeting was to clarify the situations in which, according to the protocol, VAR can intervene in a yellow or red card situation, to clarify violations that occur on the edge of the penalty area or inside it, as well as offside.” – Kiros Vassaras.

The referees were instructed to protect the physical integrity of the players

“Another topic on Thursday was to understand how the lines are drawn with the technology available to analyze offside situations and how the referees and VAR video operators work.

It is more than clear that in all these factual situations, the final decisions were correct, despite the difficulties that sometimes arose due to stadiums, filming or human error (provisions for the broadcast of an incorrectly stored image).

More precisely, I showed with an enlarged image the phase in the game CFR Cluj – Rapid, in which the line drawn for the analysis of offside at the end of the game (90+2) was more correct than the initial line shown on the air.

VAR used multiple contact points for both players for accuracy. And in the presented image, the reference point was the point of contact of the defender closer to the goal line. Thus, I wanted to emphasize the fact that the offside decision was correct.

The CCA presentation was lengthy as it included a large number of clips, both from domestic and international competitions, reflecting the themes proposed from the beginning. I took questions from all the journalists present to try to clarify as many aspects as possible.

As for the semifinal of the Romanian Cup “U Cluj” – “UTA Arad”, there was a delay in the decision in the penalty phase due to some technical problems: either there was no image on the monitor near the edge of the field, or the signal was interrupted. .

Finally, I want to assure the players that the referees have always received and will receive instructions from the CCA so that the physical integrity of the players is protected” – Kiros Vassaras.
