The draft law establishes clear rules on the basis of which the intervention of local state administration bodies will be carried out in order to fulfill the duties of preventing the separation of the child from the family and maintaining the child. in the family, according to the explanatory note.

The document regulates the principles that are the basis of activities to prevent the separation of the child from the family, and also clarifies and details the situations that can cause the separation of the child from the family, such as: economic situation and dangerous situation. living conditions existing in his family environment and/or in society, such as monetary poverty or extreme poverty, inappropriate social situation and social environment that may have a negative impact on the child, poor health of one or more family members, low level of parenting of family members, abusive environment, existing violence in the family and risky behavior that can negatively affect relationships between adults, between children and between adults and children.

The draft law creates a Children’s Observatory, which will be used to identify and register all children who are at risk of being separated from their families, says the motivational statement of the project.

The bill was passed by the Senate and is under consideration by the Chamber of Deputies, which makes a decision.
