The head of the Ministry of Foreign Affairs of Ukraine, Dmytro Kuleba, criticized the delay in the EU plan for the joint purchase of ammunition for Ukraine, reports Guardian.

“The inability of the EU to implement its own decision on joint procurement of ammunition for Ukraine is disappointing. This is a test of whether the EU has strategic autonomy in making important new security decisions. For Ukraine, the price of inaction is measured in human lives,” Kuleba wrote on Twitter on Thursday.

The EU agreed to buy 1 million shells for Ukraine in March, but the details of the plan are still being discussed.

The plan has been blocked by disagreements within the EU bloc over whether firms awarded contracts should be from the EU alone and whether the US or the UK should be involved. Politico reported on Wednesday that France is pushing for the funds to remain in the EU to ensure that as much funding as possible goes to EU companies.
