
The former mayor of Filipešti de Pedure in Prague, Costel Morescu, avoids a criminal case in which he was accused of 56 crimes and abuse of office, after the facts for which he was referred to the DNA court ended. The case — with damages estimated at more than two million euros — went to trial in December 2017 and has had more than 45 terms. Now the town of Filipești de Pedure is ruled by Morescu’s son.
In the decision establishing the statute of limitations, the court also took into account the fact that the local authority – the local council of Filipeşti de Pedure – did not become a civil participant in the case, in which prosecutors estimated the damage at more than two million lei.

Costel Morarescu, as mayor and honorary president of the “Fotbal Club Filipestii de Pădure” Association, was sent to court for violating the law between January 25, 2006 and March 30, 2012, as the main manager of loans, he ordered to illegally provide non-refundable financing from the local budget (in the amount of 2,204,986 lei) to the Association “Fotbal Club Filipestii de Pădure” (sports structure of private law), by signing 56 payment orders, without the presence of a legal obligation. The law defined the creation of a legacy advantage in favor of the “Fotbal Club Filipeştii de Pădure” Association, representing the amount paid and the damage caused to the local budget of the municipality of Filipeştii de Pădure, in the same amount.
- “The accused Morerescu Costela was supported in his criminal activities by the defendant Surugiu Vasile Georgel, the vice mayor, respectively the local councilor of the Filipești de Pedure commune, Prahova county, as well as the president of the Filipești de Pedure Football Club Association. Thus, he violated his local electoral authority and deliberately initiated and voted 14 decisions of the local council, on the basis of which the sums of funds transferred to the association were determined, without concluding non-refundable financing contracts, in violation of some provisions of Law No. 69/2000 on physical education and sports and Law No. 350/2005 on the regime of non-refundable financing from state funds allocated to non-profit activities of general interest from the state budget.
- In this way, the making of illegal payments to the accused Morescu Costel, the main customer of loans, to the Association “Fotbal Club Filipestii de Pădure” in the total amount of 2,204,986 lei was facilitated,” the indictment of DNA prosecutors says. .
