
Russian President Vladimir Putin on Wednesday approved a new document on Moscow’s foreign policy orientations, which states that Russia is a “distinctly civilized country”, “a bastion of the Russian world” and “one of the sovereign centers of world development”, reports TASS.
The document, developed by the Ministry of Foreign Affairs headed by Sergei Lavrov, states that Moscow considers the current policy of the US to be the main source of risks “not only for itself, but also for the whole world”, while Russia declares its intention to eliminate Washington’s hegemony at the global level.
The document emphasizes that Russia will build relations with other countries in accordance with their policy towards Moscow and is ready to use its armed forces “both to repel and to prevent aggression against itself or its allies.”

About the role of Russia in the world
- Russia is an original civilizational country, a huge Eurasian and European-Pacific state, a fortress of the Russian world. It plays a unique role in maintaining the global balance of power and ensuring the peaceful development of humanity;
- Russia’s attitude towards other states will be determined by the nature of their policy – constructive, neutral or unfriendly;
- The Russian Federation, given its decisive contribution to the victory in the Second World War, is one of the sovereign centers of world development.
About the security of Russia
- Russia can use its military to defend or prevent attacks on itself or its allies;
- Moscow seeks to ensure security equally for all states, but only on the basis of the principle of reciprocity;
- The Russian Federation will investigate the alleged development of biological and toxin weapons.
What Russia says about its role in the world
- in general, Russia strives for a system of international relations that protects the identity and equal conditions of development for all states and expands the participation of developing countries in the world economy;
- Moscow supports international efforts to protect universal and traditional spiritual and moral values. The development of international law must take into account the realities of a multipolar world;
- Russia considers the fight against Russophobia, the protection of the Russian language, culture, sports, the Russian Orthodox Church, and the struggle for historical truth to be a priority of its humanitarian policy;
- The Russian Federation will prioritize the improvement of international media regulation and protection mechanisms.
About Moscow’s relations with the West
- Russia does not consider itself an enemy of the West and does not isolate itself from it – this is due to the fact that the countries of the West realize the futility of the conflict with Moscow and accept multipolarity;
- at the same time, Russia’s priority will be to eliminate the “ruins of dominance” of the USA and other unfriendly states in world affairs, to reduce their opportunities to abuse their position in the economy, and to create conditions for any country to renounce its neo-colonial ambitions and hegemony;
- Moscow considers Washington’s course the main source of risks for its own and international security, for peace and fair development of humanity as a whole;
- abandoning the anti-Russian policy and gaining independence from the USA will have a positive effect on the security and well-being of Europe;
- prospects for the formation of relations between the Russian Federation and the United States depend on the degree of readiness of Washington to give up forced dominance.
Russian diplomacy devotes a great deal of attention to relations with the EU:
- lowering the level and neutralizing threats to security, territorial integrity, sovereignty, traditional spiritual and moral values and socio-economic development of Russia, its allies and partners from unfriendly European states;
- creation of conditions for the cessation of unfriendly actions of European states and their associations, the complete rejection of these states and their associations from an anti-Russian course (including interference in the internal affairs of Russia), as well as for their transition to a long-term policy of good neighborliness and mutually beneficial cooperation with Russia;
- the formation of a new model of coexistence with European states that would ensure the safe, sovereign and progressive development of Russia, its allies and partners, sustainable peace in the European part of Eurasia, including taking into account the potential of multilateral formats;
- the objective prerequisites for the formation of a new model of coexistence with European states are geographic proximity, deep cultural, humanitarian and economic ties that have historically developed between the peoples and states of the European part of Eurasia;
- The main factor complicating the normalization of relations between Russia and European states is the strategic course of the United States and its individual allies to draw and deepen demarcation lines in the European region in order to weaken and undermine the competitiveness of the Russian and European economies;
- Awareness by European states of the necessity of peaceful coexistence and equal mutually beneficial cooperation with Russia, increasing the level of independence of foreign policy and transition to a policy of good neighborliness with the Russian Federation;
- they will have a positive impact on the security and well-being of the European region and help European states take their rightful place in the Greater Eurasian Partnership and in the multipolar world.
Russia is refocusing on Asia, Africa and the Islamic world
- Eurasia should turn into a space of peace, stability, trust and prosperity – this is Russia’s flagship project in the 21st century.
- the main goal in the near abroad is to transform the region into a territory of peace, good neighborliness and prosperity.
- Russia considers it particularly important to deepen ties with friendly world power centers – India and China.
- it will also contribute to the establishment of Africa as an influential center of world development and strengthen cooperation with Latin America.
- Moscow will pay attention to supporting integration within the framework of associations in the Asia-Pacific region, the Middle East, Africa and Latin America;
- The Russian Federation will strengthen comprehensive mutually beneficial cooperation with friendly Islamic civilization;
- Russia opposes the policy of division in the Asia-Pacific region. Russia aims at a peaceful solution to international problems in the Arctic;
- Moscow is interested in preserving Antarctica as a demilitarized zone of the world;
- Russia sets the task of ensuring the country’s interests in the World Ocean, space and air space.
The document, drafted by the Russian Foreign Ministry, comes after the unprecedented isolation of Russia by the West following the fall of the Iron Curtain following Vladimir Putin’s invasion of Ukraine on February 24 last year.
