The potential for cooperation in cyber warfare emerged after Iran, which sold drones to Russia for use in Ukraine, agreed to supply Moscow with short-range missiles and supplied shells. Tehran is seeking cyber assistance as well as Russian attack helicopters, jet fighters and help with its long-range missile program, according to US and Iranian officials cited by the WSJ.

“Russian officials have determined that the advantages of developing military relations with Iran outweigh any disadvantages,” the WSJ notes.

According to The Wall Street Journal, the main provider of cyber services for Iran is the Russian company PROTEI, which has contracts with the Russian Ministry of Defense.

Iran said it supplied drones to Russia, but they were sent before the war began. However, the Institute for the Study of War, as well as senior officials such as NATO chief Jens Stoltenberg, have confirmed that Tehran continues to send drones to Russia. There are also joint plans between Moscow and Tehran to build an Iranian drone factory in Russia.
