Doctors and nurses are in short supply in national health systems across Europe as the pandemic has exposed the vulnerability of the sector. Health workers are increasingly complaining about harsh working conditions and lack of resources.

This problem, along with the high average age of health workers, was at the heart of the WHO Bucharest Declaration, documenting Europe’s inability to meet the growing demand for health services. “The health workforce crisis in Europe is no longer a threat on the horizon – it is here and now,” said Hans Kluge, head of the WHO in Europe. “If the current atmosphere of mobilization, burnout and brain drain continues, then our healthcare systems will face a big challenge,” he stressed, referring to the dissatisfaction that prevails among medical workers.
