  • “The town hall of sector 3 should be open and proactive towards citizens not only because of the quality and efficiency of service provision, but also because of their popularization, informing the population is the duty of an institution at the service of citizens.
  • For all these reasons, we believe that a framework agreement on institutional promotion is necessary to launch new advertising campaigns that will promote the new investment goals, as well as to further popularize the services offered by the City Hall.
  • We mean the promotion of online services to facilitate fast and efficient relations between the institution and the applicants, the promotion of some pilot investment projects such as the energy independence of residential neighborhoods so that the beneficiaries better understand the conditions of implementation, the promotion of this detailed date of the conditions in which the sample collection should be carried out , as well as popularization of other projects implemented by local authorities to support citizens,” the annexes to the draft decision state.

The representatives of the institution, headed by Robert Negoits, claim that the old advertising campaigns, which were paid for by the 3rd district city hall in the past years, were successful.

On April 22, 2019, the City Hall of Sector 3 signed a contract for the provision of services “for the production and broadcasting of TV and radio commercials, street and Internet advertising, placement of commercials in print media and impact research”, according to which the messages of two campaigns called ” Cleaning in Sector 3″ and “Dual education in Sector 3”, as well as the new Sector 3 brand “Sector 3. The best”. The contract worth 5.6 million lei went to Investitii Spații Verzi S3, a shareholder of which is the local administration. and then various television and newspapers.

Representatives of the institution claim that thanks to the effective promotion of the “Cleaning up in sector 3” campaign, many citizens came across the campaign’s messages and acted accordingly, the number of fines was approximately 36% less than in the same period last year. year, given that the number of precinct police officers to patrol for this purpose was about the same.

  • “Also, according to the Sector 3 Directorate General of Sanitation, the positive results of the campaign are being verified by the local police as the amount of street garbage collected from the dustbins has increased significantly, proving that the campaign’s promotional efforts have had the expected effect.
  • Regarding the dual education campaign in Sector 3, according to data provided by the Bucharest School Inspectorate, approximately 70% of Bucharest’s students in dual education classes chose Sector 3 secondary schools, and given that Sector 3’s population is less than a quarter of the population of the Municipality of Bucharest, the promotion of Sector 3’s educational proposal in this area produced the expected results and at the same time added coherence to the new slogan of Sector 3.
  • Therefore, we can conclude that the steps and at the same time the costs carried out so far under this contract have been fully justified and have concretely shown an improvement in the perception of the citizens of the Municipality of Bucharest about the public services offered in Sector 3, a significant increase in confidence in the seriousness of the educational offer in the secondary schools of Sector 3, an important increase in the level of awareness of the need to maintain public cleanliness, aspects that will create promising prospects in the skilled labor market at the level of Sector 3 and the municipality of Bucharest, as well as the reduction of street cleaning costs at the level of Sector 3″, – says the draft decision.

Also, on September 27, 2019, the City Hall of Sector 3 signed an agreement on the provision of promotional services, which will help implement the messages of two “Donations for the Community” campaigns (with the slogan “We are looking for heroes among us”). ) were promoted in the public space and Non-stop City Hall” (with the slogan “Technology defeats bureaucracy”), as well as the new Sector 3 brand “Sector 3. The best” using various BTL and ATL outdoor promotion methods. The contract worth 6.5 million lei was awarded to Smart City Invest S3.

  • “According to an impact study carried out by telephone in March 2020 on a sociologically representative sample of 1,702 non-institutionalized persons living in Sector 3 of the Bucharest municipality, with a maximum margin of error of 2.4%, 52% of respondents state that they have heard of the campaign “We are looking for heroes among us” regarding the donation of land, where the municipality undertakes to build a park or playground, which indicates a high degree of publicity of the campaign.
  • Also, 56% of respondents say that this campaign has fairly good (36%) and very good (19%) usefulness. In addition, 46% of them say that this campaign contributes to the increase of green areas in Sector 3, and only 34% believe that it contributes little or very little.
  • According to the same impact study, 58% of respondents say they have heard of the Technology Beats Bureaucracy campaign, and 81% of them say it has had fairly good (34%) and very good (47%) social utility.
  • Regarding the extent to which the campaign contributes to improving the quality of services provided by the City Hall, 68% say that this contribution is quite large (26%) and very large (42%), while only 15% believe that the campaign does little to improve the quality of services “, says the draft decision.

The representatives of the institution say that the results justify the allocation of funds.

“Thus, we can conclude that the steps and costs taken in the framework of the promotion contract concluded on 27/09/2019 were justified and concretely showed the improvement of the perception of the citizens of the Municipality of Bucharest about the public services offered in Sector 3, a significant increase in popularity online -services in the context of the SARS-CoV-2 pandemic, a significant increase in confidence in the ability of Sector 3 to strengthen local solidarity, as well as a significant increase in confidence in the fact that local public authorities can decisively contribute to the improvement of living standards in cooperation with community members,” it says. also in the draft decision.
