Significant delays in the implementation of contracts for OSE modernization projects were found in the latest report from the Accounts Chamber, the supreme court that oversees all management of public money.

As can be seen from the report on the execution of contracts for the modernization of the railway network from 2017 to 2021 (this period is covered by the report), significant delays were observed, which in some cases reached 2.5 times compared to the initial forecast for completion.

In particular, in the context of inspections by the Supreme Court of 24 state bodies, in which a total of 1,162 were inspected, including many from ERGOSE. AE, many violations and delays were noticed.

In particular, as noted in the WEM project report, in some cases, it was found that some of the required studies were not prepared prior to the tendering of projects, were not updated or contained errors, in particular regarding the presence and exact location of utility networks and preliminary measurements of work, the need to correct which caused delays.

In fact, the Accounts Chamber emphasizes that “in the project for the modernization of the railway network, the failure to prepare a study of fire protection and a study of the implementation of traffic safety before the tender caused a delay of 5 months.”

Elsewhere, Accounts Chamber advisers cite significant delays because “the necessary preliminary work was not carried out before the project was put up for bidding, while in many cases projects were put up for bidding without issuing the necessary permits and approvals.”

For example, they cite a project to modernize the railroad network “which was carried out after the canceled contract and there was a significant delay in completing the accounting of work performed with the canceled contract, and there were also problems. in the process of accepting and using the materials of the service, which will be integrated into the project.

The report of the Accounts Chamber indicates that 140 state projects were checked selectively. According to the conclusion of the inspection: “Very long delays in the performance of public works were found. Delays were granted to 2/3 of all projects (in 779 out of 1162 projects), while the implementation of these projects took an average of 2.5 times longer than originally estimated.
