By a joint ministerial decision (Government Gazette B’ 704, 02.10.2023) of Minister of Finance Christos Staikouras, Deputy Minister of Finance Theodoros Skylakakis, Deputy Minister of Finance Apostolos Veziropoulos and Deputy Minister of Culture and Sports Lefteris Avgenakis in 2023, 66 million euros will be allocated for Greek sports from a permanent funding mechanism through the taxation of gambling winnings.
The distribution will be:
From 31.35 million euros they collect:
- both professional sports (€21 million already allocated to PAE Super League 1, KAE Basketball League €5,093,500 and TAA Volleyball League €2,714,500)
- as well as amateur sports
From 1.1 million euros Organizing committees of events:
- motorsport (Motorsport Greece),
- International bike tour in Greece (Bicycle Greece),
- 3rd Mediterranean Coastal Games “Heraklion 2023”.
With 31.35 million euros for amateur sports, the following are supported and strengthened:
• 5,742 amateur clubs in all sports throughout the country, further strengthening of amateur leagues and development categories,
• 21 amateur teams competing in European competitions for men and women.
In the coming days, 9,150,000 euros will be allocated for:
- our national teams of all age categories, all federations (Olympic and non-Olympic sports, as well as Paralympic sports),
- Hellenic Olympic Committee and Hellenic Paralympic Committee for our Pre-Olympic and Pre-Para Teams.
A. 5,742 AMATEUR SOCIETIES REGISTERED IN 2022 (EUR 11,662,500)
To calculate the amount each amateur association receives, with a minimum base amount of €1,700 (increased by 6.25% over their previous funding), the following criteria are taken into account:
- the number of sports that he cultivates and for which he has received special sports recognition from the GGA (50 units for each sport),
- the number of working coaches indicated in the Electronic Register of Sports Associations (25 points for each coach),
- the number of athletes registered in the association, as indicated in the Electronic Register of Sports Associations. In any case, the number of athletes cannot exceed 50 per declared coach (1 unit for each athlete),
- annual expenses of the association, reflected in the report, which is declared in the Electronic Register of Sports Associations (0.001 units per euro of expenses).
After adding the number of shares of all beneficiary associations, the resulting amount is divided by the total amount due to amateur associations to obtain the value of one unit. Subsequently, the value resulting from the division is multiplied by the units of each association to arrive at the total amount it receives.
Especially for clubs belonging to the National Sports Federation for People with Disabilities (51), the Hellenic Sports Federation for the Deaf (7) and the Sports Federation for Kidney and Transplant Patients (7), the base amount is increased by 50%. up to 2550 euros.

In addition, 7% of the amount corresponding to each amateur category is paid for organizing championships in the respective Federation, if it has responded – by sending the required data – to the Thousands scoring system.

C. 21 EUROPEAN TOURNAMENT TEAM (EUR 1,982,500)
The calculation of the amount received by the 21 eligible teams participating in European competitions this year is based on their points as follows:
European competitions are divided into three (3) capacity categories:
1st division (Champions League, Champions Cup, Euroleague, etc.).
2nd category (European Cup, Cup Winners’ Cup, etc.)
3rd category – other European competitions.
With his participation, each team automatically receives:
10 credits for the 1st category
08 units for the 2nd category
06 units for the 3rd category
Those leagues (eg First Women’s National Team, Futsal) that are required to participate in one European event and have only one representative belong to the 3rd category.
For every match that a team participates in, regardless of organization, it gains one unit more.
Depending on the points accumulated by each group, the amount attributable to it is calculated on the total amount corresponding to a particular category.
