The U.S. Secret Service believes it is “highly unlikely” that a foreign power or weapon is behind the mysterious “Havana Syndrome,” a mysterious disorder that has afflicted dozens of U.S. diplomats and military personnel in several countries around the world, according to a promotional statement. This was reported by France-Presse and Agerpres agencies on Wednesday.

“Based on a collective effort involving intelligence agencies (…), I can share with you that most of them have now concluded that it is ‘highly unlikely’ that a foreign organization is responsible” for these disturbances, said the director of the National US National Intelligence (DNI) Avril Haynes, saying that agencies have varying levels of “confidence” in their assessment.

According to the statement, the US Secret Service also believes that the symptoms experienced by these employees “were likely caused by factors unrelated to the foreign organization, such as pre-existing medical conditions, common illnesses, or environmental factors.”

Avril Haynes, along with CIA Director William Burns and other US officials, were quick to say that the findings did not call into question or diminish “in any way” the actual unrest reported by victims.

About 1,000 cases of this mysterious Havana syndrome

According to the Washington Post, which first reported the information, seven government agencies reviewed about 1,000 cases of “abnormal health incidents” over the past few years, and five of them concluded that it was “highly unlikely” that the violations were caused by a deliberate attack.

One of the agencies considers this hypothesis “unlikely”, and the other refrains from drawing conclusions, the American newspaper adds.

The finding appears to contradict a panel report published a year ago that suggested electromagnetic waves may have been the cause of the mysterious syndrome, supporting the theory that the attacks were deliberate.

These health problems (headaches, nausea, dizziness, blurred vision) first affected American and Canadian diplomats working in Cuba in 2016, hence the name “Havana syndrome”.

These “abnormal health cases”, as they are called in administrative jargon, were then reported in other parts of the world (China, Germany, Australia, Russia, Austria) and even in Washington.

Havana syndrome still remains unexplained by scientists who have multiplied hypotheses.

In August 2021, the visit of American Vice President Kamala Harris to Hanoi was postponed for three hours after such anxiety in the Vietnamese capital.
