Earlier, in a Telegram message, Belgorod Governor Vyacheslav Gladkov said that emergency services and investigators were at the crash site of the plane, not far from the city of Valyuki.
Belgorod, which borders Ukraine’s Kharkiv region, has been hit repeatedly since the Russian invasion began a year ago.
