The good offices of UN Secretary-General António Guterres are called upon to request the European Union to start negotiations between Moscow and Kiev to end the war in Ukraine, Josep Borel said on Wednesday.
Speaking at the plenary session of the European Parliament, the EU High Representative for Foreign Affairs noted that “to achieve peace, we need to help Ukraine in the military sphere more than we have already done [ήδη]. We must win the war and at the same time make every possible diplomatic effort. These are not contradictory things. We must at the same time strengthen [στρατιωτική] assistance and our diplomatic efforts. Very soon I will be able to discuss this at the UN and ask the UN Secretary General to start, if he wants, the mediation process,” he said.
In her speech at the plenary meeting in Strasbourg, European Commission President Ursula von der Leyen presented the European Commission’s proposal for the tenth package of sanctions against Russia.
At present, there are no signs of a desire to return to negotiations either from Moscow or from Kyiv.
In the past, Mr. Guterres has expressed his desire and willingness to mediate a cessation of hostilities in Ukraine.
