The proposed resolution, to be adopted by the UN General Assembly on the eve of the anniversary of the Russian invasion of Ukraine, emphasizes the need for peace that ensures the “sovereignty, independence, unity and territorial integrity” of Ukraine, reports The Guardian.

The draft resolution from supporters of Ukraine, which was obtained by the Associated Press agency, is broader and less detailed than Volodymyr Zelenskyi’s 10-point peace plan, which he announced in November, writes News.ro.

The spokesperson of the General Assembly, Paulina Kubiak, reported that the resumed emergency session of the Assembly regarding Ukraine will begin on February 22. Voting is expected the next day.

Deputy Minister of Foreign Affairs of Ukraine Emine Japarova said last month that Zelensky wants to come to the UN for the anniversary.

But expectations of a new major Russian offensive may keep him in Ukraine, diplomats say.

The UN General Assembly has become the most important UN body dealing with Ukraine, as its Security Council, whose task is to maintain international peace and security, is paralyzed by Russia’s veto.

A pro-Ukraine draft resolution was sent Thursday evening to all UN member states except Russia and its ally Belarus, and negotiations on the text began Friday afternoon, diplomats said.

He emphasizes the need to achieve a “comprehensive, just and durable peace” in Ukraine “as soon as possible”, in accordance with the principles of the UN Charter.

The Charter stipulates that all UN member states “in their international relations refrain from the threat of force or its use against the territorial integrity or political independence of any state” and must resolve disputes by peaceful means.

The proposed resolution reiterates the General Assembly’s previous demand that Russia “immediately, completely and unconditionally withdraw all its military forces” from Ukraine’s internationally recognized borders.

It also affirms that no territory obtained by the threat or use of force shall be considered legitimate.

All prisoners of war, detainees and internees must be treated in accordance with the Geneva Conventions, the draft continues, and calls for a “full exchange” of prisoners of war, the release of illegally detained persons “and the return of all interned and forcibly displaced and deported civilians, including children.”

The proposed resolution calls on all countries to “cooperate in a spirit of solidarity to address the global impact of war on food security, energy, finance, the environment and nuclear safety.”

He will deplore the “terrible human rights and humanitarian consequences of aggression against Ukraine, including ongoing attacks on critical infrastructure across Ukraine, with devastating consequences for the civilian population.” And requires full compliance with international humanitarian law regarding the protection of civilians and civilian infrastructure.
