
From January 1, 2023 to March 31, 2025, in accordance with the provisions of Law 357/2022, the method of calculating energy consumption is changing. Based on this, all customers Enel Energie and Enel Energie Muntenia households automatically benefit from capping the final price of electricity and natural gas depending on their consumption as follows:
Electricity:
uD83DuDC49 Customers taking into account monthly consumption from 0 to 100 kWh inclusive – I pay a maximum of 0.68 lei/kWh (including taxes)
uD83DuDC49 Customers taking into account monthly consumption from 100.01 to 300 kWh inclusive – I pay a maximum of 0.80 lei/kWh for the included monthly consumption from 100.01 to 255 kWh and a maximum of 1.3 lei/kWh for included consumption from 255 kWh to 300 kWh (with taxes)
uD83DuDC49 Customers with monthly consumption that exceeds 300 kW/h – a maximum of 1.3 lei/kWh (including taxes)
If the price in the current electricity contract is lower than the final price resulting from the current legislation (Law 357/2022), the price in the contract applies.
It is very important to know that from January 1, 2023, electricity consumption in the month for which the bill is issued is taken into account to calculate the maximum amount of the final estimated price.
Natural gases:
All household consumers continue to use the limited final price in bills of 0.31 lei/kWh (including taxes).
Who needs to apply to get into the first marginal category?
There are three categories of consumers who must submit different documents to benefit from the electricity price cap of 0.68 lei/kWh, regardless of consumption:
- Single-parent families
A family consisting of a single person and children dependent on her and living with her – a child under 18 years of age; the age limit increases to 26 years, if an adult child is studying according to the form of education.
It is necessary to submit:

- Affidavit
- Household clients who have at least 3 dependent children under the age of 18; the age limit increases to 26 years, if an adult child is studying according to the form of education.

- Household consumers who need medical products
These are household consumers whose place of consumption is occupied by people who use appliances, devices or medical equipment powered by the electrical network.

- Confirmation from a specialist doctor
Regarding this category of customers, the submission of the above documents does not replace the procedure provided for by Law 226/2021 on the establishment of social protection measures for vulnerable energy consumers.
For all three categories above, the doctor’s certificate, application and affidavit are submitted only once, there is no need to submit them every month. The documents can be submitted to the electricity supplier at any time, but the final capped price on the invoice will be effective from the first day of the month following the month in which the documents were submitted.
Household customers of Enel Energie and Enel Energie Muntenia who register in the listed categories can send the documents to [email protected] or leave them at Enel stores.
Can consumers be placed in one restriction category in one month and another restriction category in another month?
Opportunities may vary from month to month. For example, if in a month the consumption falls from 0 to 100 kWh (inclusive), then the customer will benefit for that month from the limited final displayed price of 0.68 lei/kWh (including taxes). If in the following month electricity consumption drops from 100.01 to 255 kWh, the consumer will benefit for that month from the limited final price in the bill of 0.80 lei/kWh (including taxes).

Electricity consumption in December, exhibited on the basis of various legislative measures
Since the new legal provisions related to the method of calculating the maximum electricity prices entered into force starting from December 16, 2022, consumption bills from December 1 to December 15, 2022 are issued to Enel Energie and Enel Energie Muntenia on the basis of GEO 27/2022, valid for this period. Thus, for the first half of December, the invoices issued took into account the consumption determined by the consumption contract agreed by the consumer.
In order to apply the restrictions correctly, according to the law, Enel’s suppliers are currently implementing the latest provisions in the IT system. As a result, the consumption for the second half of December 2022 will be found in the bill that customers will receive in February, together with the electricity consumption for January 2023, according to Law 357/2022 and GEO 192/2022.
Very important! The ceiling will be applied for each month separately, consumption will not accumulate! Thus, for the month of December, normalization will be carried out and the corresponding limit will be applied, taking into account the legislative measures that were in effect during this month. Similarly, in the bill that customers will receive in February, the consumption for January will be found on a separate line together with the January limit.
