The City Hall of Sector 3 is replacing the developer of the water park in Pantelimon Park after the company that did the work went bankrupt. Until now, the work was carried out by the company of Sector 3 of the City Hall – AS3- Administrare Străzi S3, the work reached 70%, but the company became insolvent. Thus, on Thursday, another company of the city hall – Algorithm Construction Sector 3, received the contract for the execution of the remaining works, the value of the contract is 45 million lei.

In general, the construction of the water park costs about 150 million lei, according to the technical and economic indicators approved by the city council.

Michaela Vacaru, a USR local councilor, said during the meeting that the transfer of the contract would not be legal.

“The project is transferred from one company to another company of the City Hall. The handover was to be carried out with the help of an independent technical examination. It seems to me that we are taking a huge risk from the point of view of the safety of the people who will enter there,” Mihaela Vaccaru said.

Chairman of the Board of Directors of Algorithm Construcții S3, Alin Panait, said that this is not a one-time transition, but the contract with another company has expired and was not renewed because the company went bankrupt.

“This contract was not agreed upon. On December 31, the term of the contract expired, it was not extended, because there is no one. The enterprise is insolvent. Now it is moving to another society,” explained Panait.

Work on the water park in Pantelimon Park began in 2018, initially the cost of the work was estimated at approximately 112 million lei. The designated developer was the city hall company Sector 3 – AS3- Administrare Străzi S3. The deadline for the completion of the work was November 2019, but it was extended to April 2020, when the entire complex was supposed to be ready.

In April 2020, the local council of district 3, at the request of the mayor’s office, allocated 15 million lei for the construction of an ice rink in Pantelimon Park, on the roof of one of the water park buildings, as well as for the purchase of air conditioning units. Also, the deadline for completing the water park was postponed for 1 year – until April 2021. Then the city hall asked to extend the deadline until the end of 2022.

In July 2022, the city council approved a new price increase for the modernization of Pantelimon Park and the Aqua Complex from 142 million lei to 162 million lei.

In the summer of 2022, the City Hall of Sector 3 decided to transfer the water park to a concession.

Recently, the City Hall of Sector 3 launched a tender for a 35-year water park concession. The deadline for submitting proposals is February 16, 2023. To open the park, an investment of about 10 million euros is still needed, of which 1.5 million euros will be in the first year alone. In practice, the company/companies that will lease the park must make these investments and ensure the functioning of the complex.
