
Romanians sent more than 30,000 petitions to ANRE last year amid rising energy and gas prices as well as legislative changes, so the authorities want to launch a new information campaign on user rights, including switching suppliers, at no extra cost.
The National Energy Regulatory Agency (NARE) has announced a new open tender for a campaign to inform end consumers of electricity and natural gas about their rights, including the right to change energy supplier without additional costs, according to a message published in January. 7 in the Electronic State Procurement System (SEAP).
How NARE motivates the continuation of the information campaign
The new campaign will run from the date of signing the contract until the end of November 2023, and the estimated value of the contract (excluding VAT) is 10 million lei, according to the tender specification.

We remember that last summerANRE has signed a contract worth more than 2.07 million lei to implement a media information campaign on television, online and social networks until the end of November 2022.
Regarding the motivation for launching a new tender, NARE presents, among other things, the following aspects:
- the situation caused by the increase in prices on the electricity and natural gas markets at the international level, as well as the consequences caused by this increase at the national level, affecting a significant number of end consumers (approximately 9,000,000 consumers in the electricity sector (corresponding to approximately 5,000,000 customers in natural gas sector).
- an exponential increase in the number of petitions in 2022 compared to 2021 (more than 30,000 petitions registered from the beginning of the year to November 2022), the number of requests for information of public interest made on the basis of Law No. 544/2001. (more than 1,300 requests sent both in writing and by phone from the beginning of the year to November 2022), as well as a 20% increase in the number of calls recorded by the call center services (more than 2,500 calls per month during 2022). ), which reflects the increased interest of end consumers in knowing the basic rights in relations with the supplier and distributor of electricity and natural gas.
How the campaign will take place and what the messages will be
According to SEAP, the entire campaign will be divided into 2 periods, which in turn will include 3 stages, namely:
- I stage – conception and creation
- II stage – production
- Stage III – diffusion and promotion
The campaign will take place through the following channels:
a) Audiovisual mass media:
- broadcast of videos on television stations;
- broadcast of audio clips on radio stations; – distribution of advertising materials on Internet news portals;
b) Internet environment:
- organization of conferences/symposia with experts/influencers/formers of public opinion from the specialized online environment;
- conducting a Google Ads campaign in the Google Media Network on sites that broadcast specialized (energy-related) and general news.
c) Social networks:
- distribution of short videos in social networks;
- promotion of campaign materials on social networks (Facebook, Instagram, Youtube, LinkedIn, Twitter).
The messages that will be promoted during the campaign will be grouped around the following topics:
- Rights and obligations of end consumers of electricity and natural gas;
- Understanding the information provided in the invoice
- The most important aspects regarding the choice of an offer for the supply of electricity and/or gas
- Change of supplier of electricity and/or natural gas
- You too can become a Prosumer: terms and benefits
Additional communication goals of the campaign will be:
- Transmission of the most relevant information for final consumers of electricity and natural gas in Romania, determined after the analysis of information requests and petitions received by ANRE;
- Increasing the level of awareness of end consumers by conveying important and useful information about the main aspects of the services provided by operators who have licenses for the supply and distribution of electricity and natural gas, using the following advertising means: audiovisual media, online media and social media. media;
- Increasing the trust of service users in the Romanian energy sector in ANRE as a body that promotes and protects their interests, as well as in the means of information created by the Authority so that they become the main source of information
- Increase by at least 30% the total number of unique visitors to the website www.anre.ro;
- Increase by at least 50% the total number of users of the ANRE mobile application;
- an increase of at least 50% in the number of regular followers on ANRE’s social media accounts on Facebook, Instagram, LinkedIn, Twitter, etc.

Returning to the campaign launched last year, ANRE announced in August that the company that won the tender for the concept, broadcast and promotion of the campaign was All Media Company SRL.
According to Free Europe, All Media Company SRL is one of the main companies involved in public-sponsored media promotion of PNL in 2022, along with Inventus Strategy Design SRL and V PR COMM Agency SRL.
The amount spent by PNL from January 1 to July 31, 2022 for media promotion was 17,678,953 lei excluding VAT, of which All Media Company collected almost 3 million lei.
