According to an analysis made by HotNews.ro based on data published in the electronic system of public procurement, in 2022 Bucharest city halls, including subordinate ones, made direct purchases worth more than 550 million lei. The analysis includes all direct purchases over 5,000 lei made by Bucharest City Hall and subordinate institutions – kindergartens, schools, hospitals, theaters, ADP, social assistance, etc.

Of the 7 institutions analyzed, the City Hall has the most direct purchases in 2022, amounting to more than 160 million lei. In second place is the City Hall of Sector 1 with over 110 million lei. In third place are the town halls of sectors 2 and 3 with over 75 million lei. In fourth place is sector 6 with 60 million lei, and in fifth place is the mayor’s office of sector 5 with more than 50 million lei. In sixth place is the City Hall of Sector 4 with more than 30 million lei.

Food products for schools and hospitals, medicines, basketball hoops, lawn mowers, feasibility studies, various projects, construction materials, consumables or work on modernization of schools and kindergartens were bought at gas plants.

In 2022, the capital city hall and its subordinate institutions made more than 7,500 direct purchases worth more than 5,000 lei for a total of more than 160 million lei.

The majority of direct purchases were made by affiliated hospitals.

The City Hall of Sector 1 and subordinate institutions made more than 3,900 direct purchases of more than 5,000 lei in 2022 for a total of more than 110 million lei.

The City Hall of Sector 2 and subordinate institutions made more than 3,000 direct purchases of more than 5,000 lei in 2022 for a total of more than 75 million lei.

The largest number of direct purchases was made by the 2nd ADP sector, the Social Assistance Administration, and the Real Estate Administration.

The City Hall of Sector 3 and subordinate institutions made more than 1,100 direct purchases of more than 5,000 lei in 2022 for a total of more than 75 million lei.

The mayor’s office, the social assistance department, and educational institutions purchased the most directly.

However, the data for District Hall 3 is not very relevant, as this institution has several municipal companies that have been entrusted with procurement on its behalf, and these procurements are not actually reflected in the e-procurement system. HotNews.ro writes about it here.

The City Hall of Sector 4 and subordinate institutions made more than 750 direct purchases of more than 5,000 lei in 2022 for a total of more than 30 million lei.

The largest number of direct purchases were made by the City Hall, the Department of Social Assistance, the Department of Taxes and Fees, and the Department of Urban Mobility.

The City Hall of Sector 5 and subordinate institutions made more than 1,000 direct purchases of more than 5,000 lei in 2022 for a total of more than 50 million lei.

The largest number of direct purchases were made by the City Hall, the Department of Social Assistance, the 5th Department of Infrastructure, and the 5th Department of Sanitation.

Sector 6 City Hall and subordinate institutions made more than 1,700 direct purchases of more than 5,000 lei in 2022 for a total of more than 60 million lei.

Most of the direct purchases were made by the Public Property Administration, the City Hall, and the school administration.

Note: the data was collected from the e-procurement system using an independent database, because in the e-procurement system you cannot perform basic operations, such as adding direct purchases made by the municipality and its subordinate bodies, lists of tender winners, authority charts with the largest by the number of direct purchases. At least not in the public version of the site.

The law allows customers to make direct purchases. According to the current legislation, the customer has the right to make a direct purchase products or services if the estimated value of the purchase, excluding VAT, is less than 270,120 lei, and construction, if the estimated purchase price without VAT is less than 900,400 lei. These thresholds were approved in July. By July 2022, these thresholds were halved.
