
The energy price ceiling for the period from January 1, 2023 to March 31, 2025 will be applied automatically for household consumers, depending on the recorded monthly consumption, without taking any action. I make exceptions for several categories that must submit statements and declarations to benefit from these measures.
On Wednesday, the government passed an emergency decree removing the obligation for multi-point household customers to declare the point of consumption where they use the electricity price cap, after the move sparked a wave of discontent.
Once the declaration is removed, the price will be capped for all consumption locations, including those that are rented if they are subject to the 300kWh limit. However, they must submit declarations to take advantage of the limits:
- users of devices, equipment or medical equipment necessary for treatment
- persons who have at least 3 dependent children under the age of 18, according to 26 years of education
- single-parent family members who have at least one dependent child under the age of 18, corresponding to 26 years of education.
The final price of electricity, limited, is a maximum of 0.68 lei/kWh, including VAT, for consumption from January 1, 2023 to March 31, 2025 in the following categories:
- household consumers whose monthly consumption is from 0 to 100 kWh inclusive;
- household customers who use medical products, devices or equipment necessary for treatment, on the basis of a statement and declaration of self-responsibility (the final limited price in the invoice is applied from the 1st of the month following the month in which the specified documents were submitted);
- household consumers who have at least 3 children under the age of 18, corresponding to 26 years, if they study according to the form of education, on the basis of an application and a declaration of self-responsibility (the final quoted price is limited from the 1st of the month following the month of submission of the specified documents ); household customers, single-parent families who have at least one child under the age of 18, respectively 26 years, if they are studying according to the form of education, on the basis of a statement and declaration of self-responsibility (the final limit price in the invoice from the 1st of the month is applied, following the month of submission of the specified documents).
In addition, the final price will be a maximum of 0.80 lei/kWh, including VAT, for consumption made between January 1, 2023 and March 31, 2025 by household consumers whose monthly consumption at the point of consumption is between 100.01 and 255 kWh.
Electricity consumption between 255 and 300 kWh/month is billed at a maximum price of 1.3 lei/kWh, including VAT, and if consumption exceeds 300 kWh/month, full consumption is billed at a maximum price of 1.3 lei /kWh .
How the restriction applies to legal entities
At the same time, the price will be a maximum of 1 lei/kWh, including VAT, for 85% of the monthly consumption at the point of consumption, the difference in monthly electricity consumption will be billed at a maximum price of 1.3 lei/kWh including VAT based on the declaration on the personal responsibility of the legal representative for the following categories of consumers:
- small and medium-sized enterprises, operators/regional operators providing/providing public services, Bucharest metro transport company Metrorex, as well as airports subordinated/coordinated or under the authority of the Ministry of Transport and Infrastructure;
- economic entities in the field of food industry, as well as in the field of agriculture and fishing; local state bodies and institutions, decentralized state services of ministries and other central bodies, companies and commercial companies of district, municipal or local interest, autonomous governments and all public and private organizations that provide public services; national research institutes.
- The maximum price of 1 lei/kWh, including VAT, will also apply to full consumption by public and private hospitals, public and private educational institutions, as well as kindergartens, public and private social service providers provided in the Nomenclature of Social Services.
- A maximum of 1 lei/kWh, including VAT, for 85% of the monthly consumption, will be the price that will also apply to public institutions, other than those previously mentioned, as well as those belonging to officially recognized cults in Romania. .
