Information technology workers in the public sector will receive higher salaries after the order decided to apply the same benefits as in the private sector, meaning they will not pay 10% income tax.

This is a joint order of the Ministry of Finance, the Ministry of Research, Innovation and Digitalization, the Ministry of Labor and Social Solidarity and the Ministry of Education.

“It is natural to have well-paid people if we want quality, and I hope that with this approach we can reduce the departure of good IT professionals from the administration and, at the same time, become a competitive employer,” said Finance Minister Adrian Cachiu.

Sebastian Burduja, Minister of Research, Innovation and Digitalization, said that there is a need for quality human resources in the public sector, especially in terms of the digital transformation of the administration.

Functions for which the tax exemption will apply:

  • database administrator
  • analyst
  • systems engineer in informatics
  • software systems engineer
  • IT project manager
  • programmer
  • designer of computer systems
  • computer system programmer
  • programmer’s help
  • analyst’s help
  • software product development engineer.

The provisions shall enter into force on January 1, 2023 and shall be applied to the income related to the month of entry into force of the order.

Most IT scientists in the Ministry of Finance earn between 6,000 and 9,000 lei net (it depends on each case, there are also some with lower incomes – few earn more than 8,000, especially the chiefs).
