
On the agenda of the government meeting on Monday is the approval of an extraordinary resolution on reducing funding from local budgets and OSB for the implementation of works on energy restoration of residential buildings.
According to the press release of the executive power, the draft emergency order amends and supplements the government’s emergency order no. 18/2009 on increasing the energy efficiency of multi-apartment buildings.
The regulatory act proposes to regulate measures that lead to an increase in the number of energy-renovated buildings and the optimal use of funds allocated by the Cohesion Policy to achieve European and national goals in the field of energy efficiency in buildings. , specified in the explanatory note. In this sense, it is assumed that the financing of some measures/interventions to improve the energy efficiency of residential quarters can be provided from European funds. At the same time, the additional contribution provided by local budgets and owners’ associations for this type of investment is reduced.
On the agenda of the meeting will be a draft decision aimed at redistributing the amount of 2,500,000,000 lei from the fund for the implementation of state aid and/or de minimis measures, managed by Eximbank SA, for the State Aid Scheme of Ukraine in the context of the economic crisis caused by Russia’s aggression against Ukraine .
According to the rationale, the amounts remaining available from the funds allocated to the previous COVID-19 state aid program can be redistributed to the implementation by EximBank on behalf of and at the expense of the state of new state aid measures, and EximBank SA is considering the creation of a new product portfolio with a state component assistance to unblock access to financing for companies facing liquidity shortages in the context of the economic crisis caused by Russia’s aggression against Ukraine.
The executive power also has on its agenda the allocation of the amount of 924,362,000 lei from the budget reserve fund, which is at the disposal of the Government, provided for in the state budget for 2022, for some administrative-territorial units to pay for current and capital expenses.
The Government is also discussing amendments to the Government’s emergency order no. 99/2022 regarding the approval of the state aid scheme IMM INVEST PLUS and its components – IMM INVEST ROMANIA, AGRO IMM INVEST, IMM PROD, GARANT CONSTRUCT, INNOVATION and RURAL INVEST.
In addition, the executive has to approve several draft decisions related to public works of national interest, including the “Bucharest Ring Motorway”, the “Drum Express Craiova-Pitesti”, as well as the investment target “Tirgu Mures-Tirgu Niamc”.
Other draft decisions on the agenda of the meeting relate to the establishment of criteria and norms of clinical diagnosis, functional diagnosis and assessment of work capacity, on the basis of which the classification of I, II and III groups of disabilities is carried out, as well as to amendments to methodological norms for the application of the provisions of Government Resolution No. 129/2000 regarding vocational training of adults.
The executive power also has on its agenda the approval of the National Strategy for the Prevention of Institutionalization of Adults with Disabilities and the Acceleration of the Deinstitutionalization Process for the Period of 2022-2030 and the National Strategy for the Promotion of Equal Opportunities and Treatment of Women and Men and the Prevention and Counteraction of Domestic Violence for the Period of 2022-2027 .
At the same time, the draft decision of the Government, which will be considered on Monday, aims to finalize the structures, authorities and state institutions in which the personnel who perform the duties related to the management of non-returnable European financial assistance and to make changes to the salary increase. from 35% to 50% before the first evaluation are engaged in individual professional activity/performance.
Other draft decisions on the agenda relate to the introduction of amendments and additions to the Norms on trade in movable cultural values, as well as to the Methodological norms on the application of the provisions of the Government’s Emergency Decree No. 10. 76/2022 on the creation, organization and activity of the National Agency for the Development of Health Care Infrastructure for the purpose of functioning of this agency.
The Government is also considering the issue of amendments and additions to Government Resolution No. 696/2021 on the approval of service packages and the framework contract, which regulates the conditions for the provision of medical care, medicines and medical devices in the social health insurance system for 2021-2022, extension to March 31, 2023, the term of application of its provisions.
According to the rationale, the regulatory act provides for the provision of primary medical care to persons who will not confirm the quality of the insurance.
On the agenda is the finalization of Government Regulation No. 900/2022 on living expenses in buildings managed by RAPPS to clarify the fact that the maximum set limits apply to living expenses and represent the maximum amounts that can be paid during calendar year.
The government also has on its agenda a memorandum on the approval of negotiations and the signing of the “Agreement between the Government of Romania and the Government of Hungary on the establishment of a high-speed connection between Salonta (Ruma) and Bekeščab – Mehkerek (H)”.
