“The initiation of a new conceptual approach to the place and role of the military police corps in the Romanian army is mainly dictated by the efforts to obtain the highest possible level of interaction with the structures of other armed forces within the framework of military missions and operations and to respond to the obligations assumed by international conventions, the participant which is Romania.(…) When determining the missions of military police units, it is necessary to proceed from their place and role in the structure of the army. For this purpose, the military police must, through special training, forms and procedures, achieve the level of professionalism and equipping similar structures in the armies of NATO member countries,” the project justification states.

At the same time, the Government will make changes and finalize some normative acts in the field of forestry with a draft emergency resolution.

“The proposed legislative measures are aimed at the implementation of the National Regeneration and Resilience Plan, Component C2 – Protection of forests and biodiversity, Objectives 25 and 26 Investment 1. National campaign for afforestation and reforestation, including urban forests, through which Romania should reforest and reforest the area ​​56,700 hectares, until 2026. Another draft of the emergency decree concerns the management of the financial contribution granted to Romania from the Brexit adjustment reserve.

The purpose of the regulatory act is to establish a general framework for the management of funds allocated to Romania from the Reserve for adjusting the EU’s exit from the EU, as well as to ensure effective and efficient financial management of these funds, the explanatory note states.

In addition, according to the emergency decree, the executive authority will decide on supporting organizations established in Romania to participate in joint projects financed through the European Defense Fund (EDF).

“The draft emergency decree proposes to establish the duties of the competent national authorities, especially the ministries involved, to support the competitiveness, efficiency and innovative capacity of the Romanian defense industry by supporting cross-border cooperation between entities from Romania. and from other EU states, thus contributing to increasing the strategic autonomy of the Union, by consolidating and improving the flexibility of the defense supply chain and value chain, expanding cross-border cooperation between legal entities and promoting better use of the industrial potential of innovation, research and technological development at every stage the industrial life cycle of defense products and technologies,” explains the explanatory note of the GEO project.

A draft emergency ordinance will also be approved to establish measures regarding investment targets for the implementation of unfinished hydropower plants, as well as other projects of significant public interest that use renewable energy.

By decision, the executive power will approve the National Strategy for Long-Term Care and Active Aging for the period 2023-2030.

Also, the draft decision plans to supplement the budget of the Ministry of Labor at the expense of funds from the budget reserve fund at the disposal of the Government, provided for in the state budget for 2022.

The executive power will also decide on the allocation of funds from the budget reserve fund at the disposal of the Government, foreseen in the state budget for 2022, to replenish the budget of the Ministry of Foreign Affairs to pay the contribution related to the annual Romania. contribution to the budget of the European Peace Facility (EPF), level II.

The agenda of the government meeting also includes a memorandum on the approval of negotiations and the signing of the Agreement on strategic partnership in the field of green energy and transport development between the governments of the Republic of Azerbaijan, Georgia, Romania and Hungary.

Another memorandum is aimed at approving measures to strengthen strategic partnership with districts that will receive support from the Just Transition Fund in the period 2021-2027 by signing a joint statement between the Ministry of Investments and European Projects and county councils on the launch of the Just Transition Fund.
