The Romanian Information Service (SRI) has received a single offer from an association of companies in a tender initially valued at 121.5 million lei (excluding VAT) for the provision of an interoperable system of regional intervention centers with different risks, according to data from the electronic Public Procurement System. In the end, the contract was awarded at a higher cost than estimated.

The Intelligence Service of Romania (SRI) through the military unit 0929, on November 15, 2022, signed a contract with a final value of more than 133.6 million lei (excluding VAT) to provide an interoperable system of multi-regional risk intervention centers, data from SEAP shows.

The contract is financed from EU funds and has a term of 15 months.

The SRI tender specifications say that the project is aimed at strengthening and developing the response capacity and the means and methods used by the structures that ensure the prevention and fight against crisis situations, in order to ensure the interaction of the structures with powers in the field of emergency management by ensuring an effective response to central and regional levels.

The system will be implemented in 11 regional intervention centers with different risks and a backup center located in the offices of the Romanian Information Service in the following cities: Bucharest, Baia Mare, Brasov, Cluj-Napoca, Craiova, Iasi, Ploiesti, Sibiu, Timisoara. , Braila, Constanta and Bacau.

The system includes, among other things, the purchase of personal computers, network equipment, communication, surveillance and security systems.

The main types of actions provided for in the framework of the project, which will ensure an increase in the level of training for quick and effective response to disasters of response crews, are:

  • Modernization of the emergency management system and relevant IT systems to ensure the interaction of the structures with powers in the field of emergency management, by equipping dispatch centers and centers of control and coordination of the intervention, as well as the acquisition of communication systems and relevant equipment;
  • Equipping regional response centers for various risks to ensure timely and effective response at the regional level and supplementing and equipping them appropriately by equipping national/regional and rapid intervention centers, including by procuring IT systems that can meet the need for rapid intervention in emergency cases;
  • Equipping specialized structures with equipment, means of intervention that allow to reduce the time of intervention in the event of a disaster, response in the event of a major disaster, protection of intervention personnel, improvement of response efficiency, through the acquisition of equipment and means of intervention/resilience, specific to interventions of different types of risk.

SRI received only one proposal: the merger of 4 companies. The final cost is higher than the initial estimate

The award notice mentions the following association of companies announced as the winner of this contract:

  • Rasir Autonomous Directoratewhich coordinates the research institute
  • Datanet systems
  • Vodafone Romania

On the other hand, in the notice of participation in the auction, the offer of this association also indicated the company as a subcontractor, respectively: Synotech Global Services Romania.

According to Digi24.ro, Synotech Global Services Romania was created in 2014 by merging 3 other companies: DIM Soft, Abacus Systems & Solutions SRL and Abacus Telcon, which were controlled through a network of offshore companies. Claudio Florique, whistleblower in the Microsoft criminal case.

It should also be noted that DRI awarded the contract at a cost higher than the original estimate, which is unusual for public procurement contracts.

Regarding the initial estimated value of the contract, the tender notice states the following:

  • “According to the project estimate, the estimated total cost of 121,593,268.71 lei without VAT is broken down as follows: – equipment costs (machines, equipment with and without installation, equipment) – 110,895,807.04 lei without VAT; – expenses with intangible assets (licenses) – 10,697,461.67 lei without VAT.
  • The distribution of the total amount is informative and is not a provision that limits the cost of the elements of the financial proposal by referring to the limitations of the budget items allocated to the project.
