
The Joint Coordination Center (JCC), which is responsible for overseeing the international grain export agreement signed in the summer, reported that the movement of vessels for transporting Ukrainian grain through the Black Sea was not approved on Sunday, AFP reports.
“A joint agreement was not reached at the JCC on outgoing and incoming cargo movements on October 30,” the Center said in a statement released overnight after Russia, citing a drone strike on its ships, suspended its participation in the agreement signed on July 22 in Istanbul.
The JCC, which brings together delegates from Russia, Ukraine, Turkey and the UN in Istanbul, says it has been informed by Russia of its “concerns” about the “security of the cargo”, which it has conveyed to the Turkish and Ukrainian delegations.
“Today (October 29), the Russian delegation to the JCC informed the UN coordinator of the Black Sea Grain Initiative, Amir Abdullah, about its concerns regarding the safety of merchant vessels,” the JCC wrote.
‘Mr. Abdullah brought (these concerns) to the attention of the Turkish and Ukrainian delegations,” the message reads.
Ankara has not officially reacted to this statement.
Turkey has not been formally notified by Russia of its withdrawal from the international grain export agreement, a security source told AFP on Saturday.
“The SCC is studying recent events, assessing their impact on operations and discussing future stages,” the source said.
Nine ships were able to pass through the Black Sea Corridor on Saturday and “more than ten” are ready to do so in both directions, the SVC notes.
The Istanbul agreement, in particular, provides for the inspection of commercial ships passing through the Bosphorus in both directions, without cargo and with cargo, by five groups consisting of two Russian inspectors, two Ukrainian, two Turkish and two UN delegates.
The agreement, which took effect on August 1, allowed the export of more than 9 million tons of grain and other agricultural products from Ukrainian ports, according to the SCC, which counted more than 170 ships waiting to arrive near Istanbul this week. inspected
