
On Wednesday, the government adopted an extraordinary resolution that establishes the legal basis for issuing a single industrial license and simplifies the procedures for issuing licenses, permits, agreements, notifications, and permits necessary for conducting industrial activities.

He noted that the government he leads is a co-initiator of the GEO project, the relevance of which is that the project is a milestone in the PNRR, although it was completed in collaboration with the OECD this year.

Thanks to this legislative initiative, the Office of Industrial Licenses was created, whose task is to rationalize, simplify and digitize specific procedures for obtaining a single industrial license. Among the powers of this new specialized body of the central public administration, we mention the creation and administration of the Single Electronic Contact Point for Industrial Licenses (PCUEL), which will be integrated into the e-government system managed by the Romanian Digitalization Authority.
The single point of contact for industrial licenses will interact with the IT systems of the competent authorities, as well as with the data related to these systems, so that data can be exchanged between interested parties, regardless of the technology used.
In addition, the entry into force of the Single Industrial License Law is milestone 243 under component 9 “Support to the private sector, research, development and innovation” related to component III. “Smart, sustainable and inclusive growth, including economic cohesion, jobs, productivity, competitiveness, research, development and innovation, and a functioning internal market with strong small and medium-sized enterprises (SMEs).”
The document was based on the Final Report of the project “Comprehensive restructuring of the licensing system in Romania” on the simplification of business licensing, developed by the Organization for Economic Cooperation and Development (OECD) and launched in Romania in May 2022.
