​The IT platform, which should allow to change electricity and natural gas supplier within 24 hours, has been completed and since October 10, suppliers have started uploading metadata related to approximately 15 million places of consumption and the corresponding supply and network contracts, ANRE announced in Tuesday.

Once this phase is complete, the National Energy Regulatory Authority (ANRE) says it will check with suppliers and network operators how the online platform for switching electricity and natural gas suppliers (POSF) works and the switching flows for both electricity and natural gas, from access to offers in the comparator before signing the contract.

  • “Immediately after the verification and validation period of the POSF database, ANRE will publicly announce the date from which the platform can be used by end users.
  • FOP users are individuals or legal entities – end consumers of electricity and/or natural gas, as well as business entities that participate in the procedure of changing the supplier of electricity and/or natural gas by the end consumer and concluding an agreement on the supply of electricity and/or or natural gas registered in the POSF.” This is stated in the communique sent by NARE on Tuesday.

The department notes that taking measures to simplify administrative procedures for all consumers involved in the process of changing the supplier of electricity and natural gas, simultaneously with the implementation of an intuitive and innovative IT solution, will lead to a reduction of the current deadline by 21 days to meet the new European requirements , which stipulate that by 2026, the technical process of switching suppliers should be completed within 24 hours.

The project with a deadline of December 2, 2022 is co-financed from the European Social Fund through the Administrative Capacity Operational Program 2014-2020, and the total cost of the project is 19,223,269.45 lei, of which:

  • 98% of unreimbursed costs: 18,838,804.07 lei
  • 2% of expenses, ANRE’s own contribution: 384,465.38 lei

Which companies have made an online platform for switching providers

Last year, ANRE held an open tender for the implementation of this online platform for supplier switching, a contract with an estimated cost of more than 12.05 million lei (excluding VAT). 3 offers from several associations of companies were submitted to the auction.

Ultimately, on September 28, 2021, the contract was won by a combination of companies: methamines (the manager, represented by Andrii Kruseru) and Consultation on connections (third party and subcontractor with 53.91% of the contract, represented by Bohdan Flor).

Andrii Kruceru, who is now the CEO of Metaminds, worked for Asesoft Technologies between March 2013 and September 2015 as a Director of Public Sector Sales, he has no other connection with Sebastian Gitze, asserts the right to reply, submitted by Metamindy on Edupedu.ro.

Andrii Kruceru has extensive professional experience in well-known companies such as HP or IBM, where he worked much longer than the one he spent at Asesoft, 12 years to be exact, the company said.

On the other hand, Connections Consult is a Romanian IT company listed on the stock exchange, the majority shareholder of which is Bohdan Flora with more than 75%.
