The appeal, submitted to parliament, also targets two former ministers of Castillo, who was in power for 15 months: Juan Silva, in charge of transport and communications, and Gainer Alvarado, in charge of housing.

They are suspected of abusing their influence and are considered part of an alleged criminal organization headed by the president.

This is the first time that a sitting president has become the object of such actions.

“There is serious evidence of the possible existence of a criminal organization in the presidential palace with the aim of capturing, controlling and managing public procurement processes for the purpose of obtaining illegal benefits,” said Patricia Benavides, stressing that it is “the exclusive and full duty of the parliament to decide on the constitutional appeal within the framework of the UN Convention against Corruption”.

Parliament should consider the appeal in the coming days.

At least 66 out of 130 votes are needed to remove Pedro Castillo, whose left-wing parliamentary alliance is in trouble and has only a third of MPs.

The president has immunity until the end of his term in July 2026, but could be investigated. He is currently involved in six investigations.

The head of state is suspected of running a corruption network related to money laundering and awarding state contracts to relatives and politicians. His daughter-in-law, 26-year-old Yenifer Paredes, was sentenced at the end of August to 30 months of pretrial detention for her alleged involvement in this network.

His wife, Lilia Paredes, and two of his brothers, Walter and David Paredes, are also under investigation and face a three-year travel ban.

Pedro Castillo denies all allegations against him and his family, saying he is the victim of a campaign to remove him from power. The right, which has a majority in parliament, is demanding his resignation and has already tried to remove him from office twice.
