According to this law, published on Saturday on the legal information portal (Russian Official Monitor, no), now foreigners serving in the Russian army can apply for citizenship without presenting a residence permit, as was previously required.

In particular, in accordance with the amendments to the Law “On Citizenship of the Russian Federation”, such a procedure will apply to foreigners who have signed a contract with the Armed Forces of the Russian Federation for at least one year.

The move comes after Putin this week announced a “partial mobilization” as Moscow tries to rebuild its depleted armed forces following a successful counteroffensive by Kyiv.

The move is also intended to change the scale of the Russian invasion from a largely voluntary offensive to one that involves a larger portion of the population.
