After Putin’s speech, a scanned version of the decree on mobilization prepared by the Ministry of Defense of Russia was published on the website of the legal information portal on Wednesday morning. Russian journalists immediately noted that paragraph 7 of the document was intended “for official use.”

Later, answering questions from journalists, the press secretary of the Kremlin, Dmytro Peskov, said that the secret article refers to the number of reservists who can be called up for military service.

“The only thing I can say is what Serhiy Shoigu said in his statements: ‘300 thousand people.’ Here we are talking about the number of up to 300,000 people,” said Peskov.

A source in President Putin’s administration, who agreed to speak with Novaya Gazeta journalists on the condition of anonymity, says that initially it was considered to withdraw the entire decree “for official use”, this position was supported by representatives of the Ministry of Defense. .

According to the source, in the end it was decided only to hide point 7, which refers to the true number of those subject to mobilization.

“The number was adjusted several times, and in the end they stopped at one million,” – said a source in the Kremlin.

Novaya Gazeta, considered Russia’s last major independent newspaper, officially announced on September 28 that it was suspending operations after receiving several warnings from Roskomnadzor, Russia’s media watchdog.

On September 5, a Russian court revoked the publication’s press license, but the newspaper’s non-Russian website, which was launched after it ceased operations in Russia, continues to operate.
