
Since 2016, there have been discussions about a new high-speed road south of the coast, a highway called “Alternativa Techirghiol”, which will continue the current highway south of Constanta in the Agija area, bypass Lake Techirghiol and avoid the traffic jams that are created every year in the summer season in the area of Eforie Nord and Eforie Sud resorts. After years of promises and then years of research, only now have we finally identified the route, and the head of Autostrazi promises to launch a tender next year.
The Techirghiol alternative means a highway of almost 29 kilometers long, which will separate from the current A4 highway (Kilce Constanței Ring) directly from the area of the current intersection with the Autostrada Soarelui A2.

The motorway south of the coast will then continue through the passage in the Kumpena area above the Danube-Black Sea canal, bypassing Lake Tekirgiol in the west, thus avoiding the resort area of Eforie Nord and Eforie Sud. According to the feasibility study, the highway route will also include a road of approximately 4 kilometers with the Eforie Nord area.
The new motorway will then continue to the south-west, it will have an interchange with DN38 in the area of Techirgiol, Ome Lake, the area of Tuzla and Kostineshtul, and will end after August 23 with an interchange and drive along the DN39 in the area of the road leading to Mangalia and the road , which branches off to the resorts of Olympus, Neptune, Jupiter, Cap Aurora, Venus and Saturn.
The currently installed route follows a contract for the development of a feasibility study and technical design signed in July 2019 with Consitrans for approximately 5.37 million lei. Actual SF started in February 2020.
Pistol (CNAIR): “The launch of the construction tender will start next year”
“Currently, the geotechnical studies are nearing completion, and the geotechnical studies of the pits will be completed soon,” says the director of Avtodorig, Christian Pistole.
According to him, the urban planning certificate should be reviewed by the Konstanz County Council in the near future, and in parallel Consitrans will also prepare the technical implementation project and documentation for obtaining the construction permit.
“The launch of the tender for the construction of Tehirgiol Alternative will be started next year, after the completion of project services,” says Pistol.
According to CNAIR, the new expressway will be 28.83 m long and will have an estimated construction cost of around 2.5 billion lei (around 510 million euros).
The new road will have 4 traffic junctions (in Cumpăna, Agigea, DN 38 and DJ 394), several service premises and short-term parking lots, as well as a maintenance and control center located at the DN 38 junction.

A new bridge across the Danube-Black Sea canal
Among the works planned for this project, the most impressive ones will be carried out in the Cumpăna area.
On the one hand, we have a new bridge that will cross the Danube-Black Sea canal, and on the other, a complex interchange in the area of the A2 and A4 highways.
In fact, the interchange area with A4 and A2 will be one of the most difficult interchanges in the country.
Beyond the intersection with the two mentioned highways, the road junction will also have a new connection with DN39E (Cumpăna).

In particular, for the new node, a part of the current A4 route will be blocked in one direction for a distance of about 2 kilometers. It is about the direction from south to north, where the traffic will be redirected to the new shoulders, which will be divided alternately on the A2 and on the A4.
The junction will stretch almost over long distances, the roadsides will be long and with many overpasses.
From the point of view of road infrastructure, the southwestern region of Constanta will be one of the busiest in the country. We are talking about the DN3 junction with the A4, then the A2-A4 junction, then the complex Techirghiol-A2/A4-DN39E junction, which is immediately followed by the A4 junction with the DN39 in Agigea.
The disadvantage of these massive road works is that there will be a lot of “dead” space between the sides of the interchange, a lot of land will be removed from the agricultural contour.
However, these spaces can be capitalized in various ways, for example through forest canopies, photovoltaic parks or other related infrastructure that uses the space.
