The Romanian Automobile Registry (RAR) has launched a new tender for the production of vehicle registration plates after receiving a recommendation from the Competition Council to avoid the creation of a monopoly. It all started when someone informed the antimonopoly body this year that since 2013 only one company has been making these plates.
The production of plates with the maximum dimensions and weight allowed for vehicles with a gross weight of more than 7.5 tons is carried out in Romania in accordance with European norms (Directive (EU) 96/53/EU, Regulation EU 19/2011) and their national provisions on application .
In the period 2013-2015, after the implementation of the above-mentioned European norms in Romania, RAR organized a public procurement procedure, according to the results of which the association SC Marad Concept SRL – SC Vesta Investment SRL was determined as the winner.
After 2015, the cooperation agreement with the association was no longer extended, as most of the vehicles in Romania were already equipped with the corresponding number plates, and new vehicles were equipped by the car manufacturers from the factory.
However, there remained some vehicles that were not yet compliant with the regulations and that still required these features from SC Marad Concept SRL.
During this year, the Competition Council was notified that only one company, SC Marad Concept SRL, manufactures these plates with the maximum permitted dimensions and weights of vehicles used by transport companies or road transport operators in Romania.
As a result of discussions held by the competition authority with representatives of RAR, a new selection procedure was launched, based on the same technical and administrative requirements as those established in the procedure organized in 2013, without price as one of the conditions, which should be Therefore, there is a possibility that several bids will be found suitable and bidders will be nominated by RAR as authorized manufacturers of such plates.
The deadline for submission of possible proposals is until September 10, 2022, the technical criteria that participants must meet are also presented on the RAR website.
