
Education Minister Sorin Kimpeanu published on his Facebook page the report of the analytical commission in the case of his own doctoral thesis, which he defended in 2000. He specified that “no deviations from ethical standards regarding the form and content of the doctoral dissertation were found” and that it was deemed inappropriate to submit the work for other checks.
“In response to a verbal request received on Thursday – August 25, 2022, during a press conference, when I was first directly asked to make public the result of the analysis of my own doctoral thesis, defended in 2000, I decided to post this document, received almost a year ago. In 1992, 30 years ago, when I initiated my doctoral research on a topic that has become important today, but which was pioneering at the time – the environmental impact of certain human activities and the identification of solutions that correspond to the circular economy – we did not foresee what some people will be interested in the results of this study. After an analysis by experts in the field, double-checked with the most used similarity detection software (plagiarism detection system and Turnitin), it was found that: “the doctoral dissertation complies with the norms of university ethics and research ethics and, at the same time, the work has a scientific and practical value, is relevant even today, is a reference work in the field of ecological agriculture, beautification and, last but not least, protection of environmental factors…” wrote Sorin Kimpeanu on Facebook on Sunday.
He also noted that the report shows that “no deviations from ethical norms regarding the form and content of the doctoral dissertation were found.”
“The similarity coefficient c1, which represents the percentage weight in the document and contains groups of 5 words or longer found in Internet resources, is 0.87% compared to the 50% threshold set by this software as an indication of suspected plagiarism. The similarity coefficient c2, which represents the percentage weight in the document in terms of phrases of length 25% or more found in Internet resources, is 0.00%….”! The commission’s conclusion is that “the doctoral dissertation is obviously the result of original research conducted by its author in the field continuously for 8 years. Therefore, we understand that it is neither appropriate nor justified, factually and legally, the decision to submit the analyzed doctoral dissertation for the purpose of other checks,” concluded Kimpeanu.
