The “StudentInvest” and “Family Start” programs do not work for almost two months after the publication of the decree in the “Official Gazette”, although the authorities boasted about these measures some time before their adoption. These programs offer loans for weddings, birthdays, 7-seater cars, laptops, tablets, rentals, and more.

The reason is simple: although the Ministry of Finance and the Ministry of Family had a 30-day deadline to issue a joint order on the rules of application, it did not appear.

This was also confirmed to us by the Guarantee Fund of Romania (FRC), which is supposed to implement the programs: (…) at the moment, for their implementation, the issuance of a joint order of the Ministry of Finance and the Ministry of Family, Youth and equality of opportunities is expected.

After the publication of the Order, the next stage of implementation will be the conclusion of agreements between the Romanian Counter-Guarantee Fund and credit institutions.

So it lasts longer. Therefore, the limits of 250 million lei for each individual program may not be covered this year.

Family start: loans up to 75,000 lei

The “Family Start” program facilitates access to financing for young people aged 18 to 45 who start a family and have an income of no more than 7,500 lei net per family, taking into account the income of both spouses. or life partners.

Facilitating access to financing consists of a loan guarantee of a maximum of 75,000 lei, at a ratio of 80%, by the state through the Romanian Counter-Guarantee Fund, excluding interest, commissions and bank fees, as well as an analysis and management fee related to the loan / guarantee.

What will be the cost of the FamilyStart loan

• interest related to the program is IRCC quarterly plus a margin of 5.5%

• bank commission for analysis of 0.2% upon submission

• the guarantee management fee is 0.4% per annum

The only costs incurred by the Ministry of Family Affairs are those related to the analysis and commissions for the management of guarantees.

List of expenses accepted by the FamilyStart program

• expenses related to events leading to family status, such as a religious wedding, civil wedding or marriage ceremony, but not more than 20,000; the request for settlement is submitted within a maximum of 90 days from the date when the event occurred;

• payment of hospitalization during childbirth;

• paying young married parents for expenses for kindergarten, kindergarten, school, extracurricular programs, as well as paying for extracurricular courses: foreign language courses, sports courses, robotics and programming, drawing;

• acquisition by newlyweds of necessary equipment in the process of digital transition: laptops, computers, tablets;

• an advance for the newlyweds to purchase new family cars, only for 7 seats;

• payment to young married persons of costs related to paying for education, including bachelor’s, master’s, doctor’s, as well as costs for special literature and supplies;

• payment to young married persons of expenses related to the publication of books or specialized studies;

• payment of contributions for participation in scientific events and competitions, as well as transportation costs for trips;

• purchase of computers, laptops, printers, specialized software;

• rent up to EUR 300/month (at the BNR exchange rate on the day of payment);

• part/advance from the purchase of a house;

• the cost of dental services and operative interventions.

StudentInvest: loans up to 50,000 lei

StudentInvest is aimed at young people aged 18 to 31 who are enrolled in a higher education system authorized by the Ministry of Education.

Expenses for StudentInvest

Facilitating access to financing consists of guaranteeing a loan of up to 50,000 lei, at a ratio of 80%, by the state through the Counter-Guarantee Fund of Romania, excluding interest, commissions and bank charges, as well as bearing interest and costs related to the loan.

At the same time, the payment of interest on the granted loan, as well as expenses related to the commission for the analysis and management of guarantees, will be carried out at the expense of the funds of the budget reserve fund, which is at the disposal of the Government, through the budget of the Ministry of Family, Youth and Equal Opportunities.

The loan is granted for a maximum period of 10 years, including the grace period, and the beneficiary will have to agree with the financier on a grace period of no more than 5 years, starting from the date of granting the loan.

Those who do not pay the loan installments on time, the amounts paid by the Ministry of Family, Youth and Equal Opportunities, representing interest, commissions and bank charges, are returned by the National Agency for Fiscal Management (ANAF).

IMPORTANTLY: The beneficiary will be accompanied by at least one co-debtor if he/she is not working.

For young people who are employed within 4 months after graduation, the employer submits the necessary documentation to the National Fiscal Administration every month in order to be exempted from paying salary tax not exceeding 500 lei/month for 2 years starting from the date of employment, and already employed youth are exempt from paying salary tax from the first month after passing the license exam.

Acceptable expenses in StudentInvest

The following are considered acceptable expenses:

• payment of education, including bachelor’s, master’s, doctor’s;

• payment of books, supplies;

• expenses for publishing books or specialized studies;

• fees for participation in scientific events and contests, as well as transportation costs;

• purchase of computers, laptops, printers, specialized software;

• rent, in the amount of a maximum of 300 euros/month, at the BNR rate on the day of payment;

• payment of accommodation in student dormitories;

• part/advance from the purchase of a house;

• transportation costs for Erasmus scholarships, based on supporting documents: a contract, certificate or other document certifying enrollment in the program;

• payment for students who are parents, expenses for daycare, kindergarten, school, extracurricular programs, as well as payment for extracurricular courses: foreign language courses, sports courses, robotics and programming, drawing;

• the cost of dental services and operative interventions.
