LONDON. A senior Foreign Office official objected to the London government’s policy of transferring asylum seekers to detention centers in Rwanda, Central Africa, citing government surveillance, illegal detentions, torture and killings by the government in Kigali.

The Government requested and received from the Court a special exemption on non-disclosure of information on conditions of detention in Rwanda. Ministry inspectors who visited the asylum seekers’ sites reportedly expressed their disagreement with the methods used by the Kagame regime in Rwanda. The court’s decision to close the inspectors’ withdrawal was appealed by immigrant rights groups, as well as by some asylum seekers.

In a document presented to the court, the British High Commissioner in Rwanda described the situation in the country as follows: “State control is stifling, as are the security and surveillance methods even of households. Any political disagreement is prohibited.”

In a March 2021 document, the British diplomat urges Prime Minister Boris Johnson not to sign an agreement with the Rwandan regime, citing Kigali as being accused, among other things, of recruiting refugees as mercenaries for dangerous armed covert missions in neighboring countries. such as Congo, Burundi, Tanzania and Uganda.
