
As of late Monday, July 11, data from the National Institute of Statistics showed that the revised population was 15.3 million residents, no more than 80 percent of the resident population, which was estimated at 19 million residents on December 1, 2021. There are still days to watch from July 12 to 17, 3.4 million people. District differences in the degree of verification are significant: between the overall survey in Botosani County, values higher than 90 percent in 8 counties, and values lower than 75 percent in 6 counties. More important now is the still unrevised population of 3.4 million. That’s a lot to watch in just 6 days (July 12-17).
If at the national level we are talking about 20 percent of the unrevised population, the territorial differences are significant, as shown in Figure 1. Most counties have an unrevised population of less than 20 percent, but there are 6 counties with values between 25 and 35 percent – Constanța, Karash-Severin , Iasi, Ilfov, Timișoara, and in the capital the situation is simply dramatic – 45 percent of the population is not examined. How did we reach such high values without verification, taking into account the undeniable success of self-verification in the capital and in the counties of Constanta, Ilfov, Timiş, to which we could add Sibiu and Cluj? Due to unexpected difficulties in the organization and efficiency of reviewers at the registration stage in households. Recruiting reviewers turned out to be much more difficult than expected, using a tablet to register is not an easy task, given the large amount of census area population and housing information stored on the tablet, the rigor and discipline of electronically filling out and submitting questionnaires to servers. Refusal of census activities in the face of difficulties and some anti-census behavior in urban households was also important.
However, there are counties that have an unrevised population of only 5-15 percent and are defined by a low degree of urbanization, those in the bottom half of the ranking. Not to mention an excellent performance by Botosani County – end of review on Monday 11th July. Vrancha, Gorzh, Olt, Teleorman, Vilcha, Suceava, Kalaras counties are close to achieving such indicators in the coming days, where less than 10 percent of the unrevised population and constant rates of registration have been observed in recent days.
In counties where more than 25 percent are not enumerated, extraordinary events cannot occur on other days and the census cannot be completed on July 17. Only a continuation of the review beyond July 17 and a massive increase in daily entries could lead to a review of the entire population. The restoration of peer review will make such a contribution. She made the most important contribution to the self-esteem of almost 10 million Romanians. In the situation in which we find ourselves today with the registration of the population in households, we can better realize that the chance to complete the census is unexpected due to the large number of self-verified population – almost 10 million inhabitants.
What can come in the next few days? All we need to do is build scenarios. The overview describes a massive daily bullish trend, with Sunday, July 10 being important in this regard. If we follow the curves of the number of people who have checked by day of the week, we can see that the highest values were until last week on Sundays and Mondays. Since last week, especially high values are also observed on Tuesday and Wednesday, and the trend will spread to other days. Both through peer-reviewed registration and peer review. Thus, we can accept that the number of people checked will at least maintain the high values of the last days, and in figure 2 the reader can see what level of non-checking will reach on July 17, if on the days of July 12-17 the number of people who checked was on a Sunday, July 10 (data for July 11 will be available tomorrow, July 13).
