The decision has been warmly welcomed by pet owners in the country, as until now they have either avoided walking their dogs or using more traditional methods such as ice packs.
After a period of drought in Japan, during the day the temperature exceeds 30 degrees Celsius, while at night the humidity never drops below 25 degrees Celsius.
Authorities are asking people to avoid movement and exercise during the day, while pet owners are advised to take their animals out very early in the morning or avoid walking altogether.
